Summary

This vacancy is for a Area Director in the Economic Development Administration within the Department of Commerce, located in Denver, CO or Philadelphia, PA.

Salary will be determined based on the duty location after selection.

Duties

The incumbent will serve as the principal advisor to the Regional Director (SES) on the management and direction of major EDA regional programmatic and program support activities and issues.

As an Area Director, you will:

  • Plan, develop, and carry out vital programs, which are essential to the Agency's mission and affect substantial numbers of people. Exercise goal setting, and oversight responsibility for all programs related to EDA programmatic activities. Collaborates in the development and approval of the strategic managerial methodology and techniques to assist the Regional Director in assessing, evaluating and integrating all Headquarters policy and practices with Regional program activities
  • Directly participate in all major aspects of the overall management of EDA programmatic activities involving high level management decisions related to policy and procedures and in the long-range planning, analyses and recommendations on program related issues and policy matters.
  • Develop recommendations for new initiatives and/or adjustments to existing programs and continually evaluate programmatic issues that may lead to the redirection of program efforts and policies.
  • Assist staff, as necessary, in proactively encouraging and facilitating competitive investment proposals and in actively participating with proponents and/or stakeholders in conceptual project development and structuring to ensure an adequate volume of high­ impact proposed projects at every stage of the EDA investment pipeline. Advise staff on the necessary assistance that must be provided to proponents and/or stakeholders in the development of potential EDA project profiles and in the submission of related grant applications, in the resolution or mitigation of application deficiencies, in the coordination of project feasibility with appropriate EDA staff and in the conduct of the related review and assessment of investment proposals to determine their merit, eligibility and adherence to EDA statutes, regulations, and policy and program requirements.
  • Reviews and interpret EDA-wide policies and procedures by advising on and coordinating, as appropriate, with the Economic Development Representatives (EDR), Economic Development Specialists (EDS), Grants Management Specialist (GMS), Construction Managers/Civil Engineers, Management and Program Analysts (MPA), and Regional Counsel to ensure effective and efficient EDA program development and implementation. Direct staff in ensuring that program development activities are in conformance with legislation and agency policy, particularly the Investment Policy Guidelines and the announcement of Notice of Funding (NOFO).

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify at the GS-14 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience:

  • Evaluating and integrating regional programs
  • Advising and interpreting Economic Development regulation and policies and their potential impact on program operations and activities for a region or territory;
  • Coordinating and managing construction and/or non-construction projects and resources;
  • Leading a team effort in fostering effective and cooperative working relationships with stakeholders

To qualify at the GS-15 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience:

  • Advising and analyzing economic growth activities
  • Providing oversight resolving economic growth develop program issues
  • Analyzing and integrating multiple program activities across geographic regions
  • Leading a staff/team in the development and execution of investment strategies specific to geographic region or territory
  • Applying principles of Economic Development regulations (Public Works and Economic Development Act of 1965)


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
