Summary

The Supervisory Lead oversees IHSC's IT and medical asset management programs. Responsibilities include program operations, policy development, budgeting, acquisition, compliance, quality control, and team leadership. The role requires strong project management and leadership skills to manage multidisciplinary teams and ensure effective asset lifecycle management.

Duties

DUTIES AND RESPONSIBILITIES:

  1. Manage and provide day-to-day program operations for the medical asset program lifecycle from procurement to disposal, including related agreements for assets across all IHSC facilities throughout its.
  2. Manage day-to-day operations for government furnished equipment (GFE) for IHSC staff at IHSC headquarters and provide guidance to all other IHSC staff and serve as a liaison to the ICE equipment field office representatives related to GFE.
  3. Ensure compliance with program regulations and best practices; maintain required records; chair meetings; and coordinate or manage programs within the organizational component. Communicate and collaborate with internal and external stakeholders, providing advice and guidance as needed.
  4. Collaborate with other units and offices within IHSC, including the Office of the Chief Information Officer (OCIO) and the ERO, to develop, negotiate, and coordinate how equipment related to IHSC's medical asset management program are acquired, maintained, and decommissioned. Explain, coordinate, and seek support for policies, procedures, programs, and actions to IHSC staff and leadership.
  5. Lead the development of acquisition documentation for the purchase of new medical equipment, including Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), and Quality Assurance Surveillance Plans (QASP).
  6. Maintain the AMO SharePoint site; establish and update standard operating procedures (SOPs), instructions, and guides for the GFE and medical asset management program.
  7. Establish and maintain SOPs, workflows, guides, and training materials to ensure formal documentation of AMO responsibilities.

  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Master's degree in healthcare administration, business administration, information systems, logistics, a related field, or a degree in the health profession. A strong understanding of healthcare operations and compliance is preferred.
  2. Minimum of 2 years of program or project management experience; OR Certified Associate in Project Management (CAPM), Project Management Professional (PMP), or Federal Acquisition Certification for Program and Project Managers (FAC-P/PM). FAC-P/PM Level III required within three years of hire.
  3. Minimum 2 years of supervisory or team lead experience.
  4. Knowledge/experience with contracts, grants, and/or cooperative agreement management; COR Level III preferred.
  5. Knowledge of medical, administrative, ethical, and legal requirements and standards related to healthcare delivery and the privacy of protected patient information.
  6. Knowledge of regulations and standards applicable to OSHA, ACA, NCCHC, Joint Commission, FDA, and other regulating agencies involved in developing, storing, and communicating medical information preferred.
  7. Knowledge of program policies, guidelines, and operating procedures related to medical information.
  8. If the incumbent holds a clinical license, fulfills all obligations of the licensing/certifying body. The incumbent may perform clinical duties within federal healthcare facilities, documented via a memorandum of assignment in the eOPF. The agency may require incumbents to perform clinical activities within their scope of license during times of critical need.
  9. Knowledge of organizational roles and responsibilities at all levels of government related to medical information communication is preferred.

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), and the Office of the Deputy Assistant Director (DAD) of Administration. The incumbent serves as the Supervisory Lead for the Asset Management Office (AMO) for the ICE Health Service Corps (IHSC) and reports directly to the Chief of the Technology Management Section (TMS). This is a supervisory position.

The AMO Supervisory Lead is responsible for the management and oversight of program management functions and processes for IHSC's medical equipment at 19 IHSC medical facilities across the country. In addition, the Lead is responsible for managing government furnished equipment including laptops, cell phones, computer monitors, etc. for staff located at IHSC's headquarters. The incumbent ensures that these programs are executed effectively with other program areas within IHSC.

The position requires not only technical oversight, but also the ability to lead a multidisciplinary team, translate complex requirements into actionable solutions, and foster collaboration across technical, clinical, and administrative domains. The incumbent must demonstrate adaptability, sound judgment, and strong leadership skills, even in areas outside of direct subject matter expertise.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,600 employees, including
U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 18 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually.
