Summary

The Chief Information Officer (CIO) leads the Office of the Chief Information Officer (OCIO) organization and serves as the principal advisor to the Secretary of Transportation and DOT Operating Administrations on matters involving information technology (IT), information assurance - cybersecurity, privacy, and records management; portfolio management; IT infrastructure and operations; IT innovation and emerging technologies; enterprise date management; and applications and digital solutions.

Duties

Under the general direction of the Deputy Chief Information Officer, the Associate Chief Information Officer (ACIO) for Application and Digital Solutions leads the Office and advises the DOT CIO on enhanced application development and digital solution strategies to optimize business processes and achieve DOT's strategic goals.

The Associate CIO provides expert guidance and insight regarding an array of technology initiatives and develops recommendations and strategies to facilitate their implementation in a strategic and innovative manner. The candidate also serves as an expert on DOT’s application development and digital solution initiatives, providing guidance to OCIO leadership on system modernization in a manner consistent with DOT’s mission and program objectives.

The ACIO establishes a clear vision for modernizing and stabilizing systems managed at DOT. Serves as a digital solutions adviser, steward for improving system stability, liaison for implementing modern techniques, and developer of new digital solutions. The incumbent serves as the principal advisor to OCIO leadership, introducing new technologies and digital transformation strategies for applications throughout DOT and the national transportation infrastructure. Stimulates the use of innovative solutions by: providing guidance during program planning, resource acquisition, and allocation processes; participating in the program systems planning processes as a thought leader and change agent; and developing supporting plans that are aligned to DOT’s strategic goals.

The ACIO encourages the utilization of emerging technology to improve services and reduce costs. The incumbent analyzes IT resources to better match capabilities with technology demands and overall Departmental interests. The incumbent continuously advises top leadership on major IT products and/or service delivery issues and recommends improvements to IT initiatives, as appropriate.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).
  • FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually.
  • TELEWORK ELIGIBILITY:  This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • SECURITY CLEARANCE:  If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.  Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 

TQ 1: Demonstrates level experience and demonstrated knowledge in application development and technology platform management; expertise in application development processes, including appropriate cybersecurity considerations; demonstrated success in building secure, innovative, user-friendly applications.

TQ 2: Demonstrates success in advocating for and introducing new technology platforms and applications into organizations; demonstrated knowledge and experience on implementation of new applications and technology platforms in a large, decentralized, and geographically dispersed organization.

TQ 3: Demonstrates in-depth knowledge and demonstrated success enabling new applications and technology platforms consistent with pertinent federal laws, regulations, policies, and guidance affecting application development, including cybersecurity, privacy, shared services, and “Cloud First.”

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A Senior Executive Service (SES) reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo multiple interviews.  The best qualified applicant will be asked to submit a written 10-page narrative statement addressing each of the ECQ areas (Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions). If selected, your written narrative statement addressing the ECQs must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
