Duties

As the Associate Chief Information Officer (ACIO) for Engineering, you will provide executive leadership and strategic direction for enterprise engineering functions, technology modernization initiatives, and organizational transformation efforts, including the following duties:

1. Engineering Leadership and Governance: Provides executive leadership and oversight of the Engineering Department within TCSC Technology Services. Directs enterprise engineering operations, systems integration, technical governance, and modernization initiatives to ensure alignment with mission objectives, cybersecurity requirements, and federal architecture standards. Establishes governance frameworks, technical review processes, quality assurance standards, and performance measures that promote accountability, consistency, and successful delivery of enterprise engineering services.

2. Artificial Intelligence and Technology Innovation: Leads the development and implementation of artificial intelligence, machine learning, automation, and emerging technology initiatives that support organizational innovation and digital transformation. Evaluates technical solutions, engineering methodologies, and system architectures to ensure operational effectiveness, scalability, security, and long-term sustainability. Advises senior leadership on technology strategy, investment priorities, implementation risks, and opportunities to leverage emerging technologies while ensuring compliance with applicable laws, policies, and governance requirements.

3: Engineering Portfolio Oversight: Directs the governance and execution of enterprise engineering portfolios, including project planning, resource allocation, budget oversight, risk management, performance measurement, and delivery accountability. Establishes reporting frameworks and governance processes to ensure transparency, operational alignment, and successful implementation of strategic initiatives. Leads executive portfolio reviews to assess project performance, technical quality, organizational impact, and opportunities for continuous improvement across multiple concurrent initiatives.

4. Strategic Planning and Organizational Transformation: Develops long-range engineering strategies, modernization roadmaps, workforce development plans, and technical capability initiatives that support enterprise transformation and future-state mission requirements. Collaborates with senior executives and cross-functional leadership to integrate engineering priorities into organizational planning and decision-making. Leads change management efforts that advance modernization, digital transformation, and technology innovation while fostering operational excellence, collaboration, accountability, and continuous improvement.

5. Executive Advisory Services: Serves as a principal advisor to executive leadership on engineering strategy, project performance, enterprise risks, technology investments, and emerging technology trends. Communicates complex technical information and strategic recommendations to executive, operational, and non-technical stakeholders to support informed decision-making and advance organizational objectives.

Qualifications

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1 - Demonstrated executive-level experience leading enterprise engineering organizations, technical operations, systems integration activities, and technology governance functions within large, complex organizations. This includes establishing engineering strategies, governance frameworks, technical standards, performance measures, and modernization initiatives that align technology capabilities with organizational objectives, cybersecurity requirements, and mission priorities.

TQ2 - Demonstrated executive-level experience leading engineering modernization initiatives and leveraging emerging technologies, including artificial intelligence, automation, machine learning, cloud computing, and digital transformation capabilities to enhance organizational performance, mission delivery, operational effectiveness, and technology outcomes.

TQ3 - Demonstrated executive-level experience directing complex engineering portfolios, technology programs, or enterprise initiatives involving strategic planning, resource management, risk management, organizational transformation, and performance accountability. This includes leading multidisciplinary teams, managing competing priorities, and delivering results in support of organizational goals.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement.

ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

This position does not have a positive education requirement.

Preferred Qualifications: Highly qualified candidates may possess an advanced degree in engineering, computer science, information technology, software engineering, systems engineering, artificial intelligence, data science, business administration, public administration, or a related field. Candidates may also hold relevant professional certifications such as Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), AWS Certified Solutions Architect, Microsoft Azure Solutions Architect Expert, Google Professional Cloud Architect, Certified Scrum Professional (CSP), ITIL, SAFe, Federal Enterprise Architecture (FEA), or equivalent credentials. Such education and certifications are desirable indicators of specialized expertise; however, they are not required conditions of eligibility or appointment.
