Summary

The PAB is seeking an experienced Attorney to provide legal advice to Personnel Appeals Board members, the Executive Director, and the Solicitor on issues involving but not limited to federal personnel law, equal employment opportunity law, prohibited personnel practices, labor-management relations law, administrative law, and evidence or civil procedure.

Duties

Responsibilities include, but are not limited to:

  • Conducting legal research and writing legal memoranda addressing issues which arise in the adjudication of the cases filed with the Board; preparing orders on procedural matters and drafting decisions for the Board members;
  • Reviewing and analyzing record evidence in the cases heard by the Board in order to assist Board members in making findings of fact; assisting Board members and the Solicitor in all other aspects of cases brought before the PAB; and
  • Assisting the Solicitor in providing legal advice (both oral and written) and legal support to the Board Members and the Executive Director on any matter which arises in the conduct of Board business.

  • You must complete a two-year probationary period unless you previously completed a trial or probationary period at GAO after October 1, 1980.
  • You must remain an active member in good standing of the bar in any United States jurisdiction while in this position.
  • If selected, you will be required to provide your official law school transcript that supports your claim that you meet the education requirements for the position.

Qualifications

You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement.
  1. You must be an active member in good standing of a bar of a state or territory in any United States jurisdiction.
  2. To qualify for the Attorney Advisor, PA-II level, you must have a minimum of three years post J.D. experience as a practicing attorney which demonstrates:
    • experience with federal personnel law, employment law or labor law and practice;
    • excellent writing and analytical skills;
    • strong legal research skills; and
    • the ability to complete assignments with short deadlines.
  3. To qualify for the Attorney Advisor, PA-III level, you must have a minimum of four years post J.D. experience as a practicing attorney which demonstrates:
    • experience with federal personnel law, employment law or labor law and practice;
    • excellent writing and analytical skills;
    • strong legal research skills; and
    • the ability to complete assignments with short deadlines.
This position will be filled at either the PA-II or PA-III level.

Education

You must meet the education requirements by 11:59 pm Eastern Time on the closing date of the announcement.

You must have a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA).

How You Will Be Evaluated

  2. Strong legal research and writing skills, and the ability to resolve questions and provide accurate legal advice to both attorneys and non-attorneys on complex legal matters.

  4. Quality of writing sample.
  5. Ability to work effectively with other people, function in a small office environment, and exercise sound judgment.
