Duties
- Serves as liaison between the Agency and trial attorneys from the Dept of Justice, DoD or other federal agencies in contract litigation involving DCAA audits or matters of interest to DCAA.
- Provides legal advice and guidance required to support the auditing mission of the agency.
- Essential subjects include the legal implications of the Cost Accounting Standards, the Cost Principles of the Federal Acquisition Regulation the Contract Disputes Act, the False Claims Act, and the Truth in Negotiation Act.
- Provides legal advice and guidance required to support Agency programs. Essential subjects include procurement law, appropriations law, information disclosures, real estate claims, and Federal ethics.
- Evaluates existing and proposed legislation having a direct or indirect impact upon the Agency's mission, program, policies, procedures, regulations, or operations.

Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Basic Requirement: Applicants must be a graduate of an accredited law school, be an active member of the bar of a state, the District of Columbia, or the Commonwealth of Puerto Rico in good standing (any jurisdiction). Applicants must possess excellent academic and professional credentials, and outstanding professional references.
Specialized Experience:
GS-13 - In addition to meeting the basic requirement, applicants must have two years of specialized experience, which is directly related to the line of work of the position to be filled. Specialized experience includes recent and relevant professional legal experience: providing legal advice on Federal acquisitions or Government contracts; providing legal advice on Federal laws and regulations related to Federal acquisitions, audits, appropriations, fraud, ethics, or similar matters; and, providing litigation support and services as an attorney or representative before Federal courts, boards, or administrative agencies.
GS-14 - In addition to meeting the basic requirement, applicants must have three years of specialized experience, which is directly related to the line of work of the position to be filled. Specialized experience includes recent and relevant professional legal experience: providing legal advice on Federal acquisitions or Government contracts; providing legal advice on Federal laws and regulations related to Federal acquisitions, audits, appropriations, fraud, ethics, or similar matters; and, providing litigation support and services as an attorney or representative before Federal courts, boards, or administrative agencies.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for the specialized experience.

c. Proof of Bar membership that reflects active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District
of Columbia and that you are a member in good standing.
d. Veterans Preference Documentation
- You must submit a copy of your DD Form-214, Certificate of Release or Discharge from Active Duty", showing the dates of active duty service, type of discharge and the character of service. Alternatively, If you are a current military member in active duty service and do not have a copy of your DD Form-214, you must submit a written documentation (certification) from your branch of service certifying that you are expected to be discharged or released from active duty under honorable conditions no later than 120 days after the date the certification is submitted with your application for this position. The certification should also include your rank, dates of active duty service and what the condition of discharge is thought to be.
- If claiming 10-point preference and/or are a 30% or more Disabled Veteran, you must submit both a DD Form-214 or expected discharge documentation as described above AND a copy of a letter from the Department of Veterans Affairs (VA) or your branch of service certifying the presence of service-connected disability and indicating the percentage of disability
