Duties
The incumbent serves as a Senior Attorney-Advisor in the Office of the General Counsel of the Export-Import Bank of the United States ("EXIM"), the official export credit agency of the U.S. that provides financing in support of the export of U.S. goods and services. The Office of the General Counsel is responsible for providing legal guidance to all divisions of the agency on all legal matters, including EXIM's implementation of its statutory mandate. The incumbent renders the services of an attorney and is responsible for providing legal advice, both orally and in writing, and for drafting legal documentation and memoranda.
Duties include, but are not limited to:
- Provides legal advice on a broad range of questions and negotiates documentation required in assigned transactions, including drafting credit agreements, guarantee agreements, master guarantee agreements, working capital documentation, credit insurance documentation, etc., and working as appropriate with outside counsel and with other attorneys in the Office of the General Counsel.
- Analyzes and provides legal advice to staff and the agency's senior management on a broad range of legal issues, specifically focusing corporate, banking, international trade, and financial issues (including loan, guarantee, insurance, and working capital guarantee programs).
- Works on the creation or implementation of EXIM programs and policies.
- Represents EXIM at meetings with other government agencies and in negotiations with foreign borrowers, suppliers, guarantors, lenders, and other transaction parties.
- Undertakes special assignments of importance to the Bank as designated by the General Counsel, the Deputy General Counsel or Assistant General Counsel for Trade Finance and Insurance involving policy options, novel legal interpretations and innovative resolutions to issues.

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the
GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
- Experience serving as a principal legal advisor in drafting, structuring and negotiating complex domestic and international commercial financing transactions, including loans, loan guarantees, working capital documentation, and credit insurance policies, involving significant financial exposure and policy considerations;
- Experience providing legal analysis and strategic counsel on novel and high-risk finance and security matters, exercising independent judgement in interpreting statutes, regulations, and international financing framework in proficient in legal reasoning, oral and written communication, drafting, reviewing documents and negotiation; and
- Experience advising and negotiating with senior-level officials in the private and public sectors in the United States and foreign jurisdictions, representing the agency's legal position in high-visibility or sensitive transactions.
Education cannot be substituted for experience at the GS-15 grade level.
