This is a developmental position that provides non-competitive promotion potential at the GS-9 or GS-11 level up to the full performance grade of GS-12, if all requirements are met. Management may also select at the GS-12 level.
Basic Requirement for Auditor:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-09: Specialized Experience: One year of specialized experience which includes participating in audits, collecting, analyzing, and summarizing audit data to support conclusions, researching laws, regulations, guidelines; completing procedures, working papers to support or develop findings; and/or assisting with writing segments of draft audit reports. This definition of specialized experience is typical of work performed at the second lower grade level.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11: Specialized Experience: One year of specialized experience which includes participating in audits, attestations or reviews of various functions to include resource management, finance, operations and related accounting, financial systems and databases; preparing working papers that document analysis and conclusion; participating in the preparing of associated reports in accordance with applicable standards presenting, clear, concise briefings that address findings; and/or recommendations for corrective actions. This definition of specialized experience is typical of work performed at the second lower grade level.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12: Specialized Experience: One year of specialized experience which includes (1) Auditing organizational systems and processes to assure compliance with laws and regulations; (2) Planning a variety of projects to gather, organize, and evaluate data to measure organizational performance; (3) Assisting senior auditors or audit teams performing operational process, financial audits, and managing own audit; and/or (4)Developing oral and written reports on audit findings that provide recommendations and technical advice to the organization, such as the effectiveness of process controls and actions required to resolve issues. This definition of specialized experience is typical of work performed at the second lower grade level.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
