Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a BUDGET TECHNICIAN (TITLE 5), Position Description Number T5601000 and is part of the IL CFMO, National Guard.

Duties

As a BUDGET TECHNICIAN (TITLE 5), GS-0561-7, you will perform technical support for budget analysis and budget administration.

Major Duties - This is NOT an all-inclusive list:

  • Develop and recommend procedures, objectives and processes pertaining to preparation and execution of the organizational budget.
  • Ensure timely submission to budget estimates by staff officials.
  • Review and consolidate budget estimates, taking into account issues, problems and conflicts within the budget program.
  • Persuade officials to revise estimates that do not conform to established guidelines or requirements.
  • Maintain an accurate record of incoming and outgoing funds.
  • Provide ongoing analysis and evaluation of budget status to ensure priorities and mission objectives are achieved.
  • Project program needs, taking into account funding variations and knowledge of organizational requirements.
  • Identify funding shortages and take action to ensure priority projects are not eliminated.
  • Recommend transfer or allotment of funds to cover increases in obligations within established limits.
  • Prepare and update status reports.
  • Review, edit, and ensure accuracy of reports prior to release to management officials.
  • Ensure management officials and budget committee is provided current program status.
  • Provide information and guidance on procedures, forms, and documentation to support budget estimates.
  • Inform officials of current guidelines for preparation of estimates.
  • Ensure budget reports are submitted promptly and that fund usage meets statutory and regulatory requirements.
  • Maintain contact with staff personnel within other divisions and other military installations for coordination on budgetary matters.
  • Work with program managers to confirm fund transfers and budget allotments.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Certification Level 1: THIS IS A FINANCIAL MANAGEMENT LEVEL 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.
  • The incumbent of this position must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by the TAG.
  • Participation in direct deposit is mandatory.
  • Recruitment and relocation incentives may be available for this position.
  • PCS expenses may be authorized.

Qualifications

GENERAL EXPERIENCE: MUST possess skills in applying problem solving techniques; skills in communicating effectively both orally and in writing; experience in clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled; ability to plan and organize work; experience in research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; and experience in using practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.

SPECIALIZED EXPERIENCE: GS-07 Level - MUST possess specialized experience which includes at least 12 months of fundamental working experience with a validated understanding of the basic principles and concepts of the budget analysis occupational series and grade; experience interpreting and applying a variety of budget analysis regulations/instructions and guidelines; an understanding of the basic principles and concepts of the National Guard financial budget business program requirements; knowledge of budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices; and experience in administrative, professional or technical work that provided the opportunity to acquire knowledge of management principles, practices, methods and techniques.

Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you are using Education to qualify for this position, you must have a completed undergraduate or graduate education. The college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

Applicants, who completed military service financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-06 and GS-07 level positions.
