Summary

This position is located in Christiansted National Historic Site, in the Resource Management Division.

Duties

As a Biological Science Technician (Wildlife), you will perform the following duties:

  • Assists with natural resource monitoring efforts of threatened and endangered (T&E) species at Buck Island Reef National Monument (BUIS) and Salt River National Historic Site and Ecological Preserve (SARI).
  • Collects morphologic data on nesting sea turtles, migratory birds, Nassau groupers, and other T&E species providing resource status information to park managers, regional NPS staff, territorial managers, and the larger wildlife/T&E species research community.
  • Coordinates logistics and supports working relationships with scientists from academic institutions, territorial and federal agencies and others performing resource efforts in the parks to improve management at BUIS and SARI.
  • Maintains vessels and vehicles, SCUBA equipment, sea turtle program equipment, and other scientific supplies used for wildlife monitoring work.
  • Data entry, research, and report writing in office setting.
Duties will be developmental in nature when filled below the full performance level.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to submit to a pre-employment medical exam.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work evenings, weekends, holidays, and overtime.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The incumbent will be required to obtain and maintain National Park Service SCUBA Blue Card Certification within six months of entrance on duty.

Requirements Continued -
  • The incumbent will be required to obtain and maintain Motorboat Operators Certification Course (MOCC) within six months of entrance on duty.
  • The incumbent will be required to obtain and maintain Occupational Safety and Health Administration (OSHA) Maintenance Diving Certification within two-years of entrance on duty.
All qualifications must be met by the closing date of this announcement-07/09/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. SELECTIVE FACTOR: This position performs work in and underwater, and Advanced Open Water SCUBA Certification or equivalent from an accredited national institute with a minimum of 25 logged scientific and/or commercial dives is required. You must submit copies of certification cards and dive logs displaying complete information for each dive to demonstrate that you meet this requirement. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

SELECTIVE FACTOR: This position performs work in and underwater, and a Motorboat Operators Certification Course (MOCC) Certification or equivalent certification and documented experience on small vessels (up to 35' in length) is required. You must submit documentation of how you meet this requirement, such as photocopies of certifications and descriptions of experience in your resume. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

In addition to the Selective Placement Factors listed above, to qualify for this position at the GS-05 grade level, you must also possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience must have been related to the work of the position for which application is made. The specialized experience required for some positions in this series is normally work performed in a controlled environment. Examples of qualifying specialized experience include: 1) Research activity or control program work; 2) Nursery work that required the growing and maintenance of plants in a controlled environment; or 3) Work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice. You must include hours per week worked.

NOTE: Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience.

EDUCATION: Successful completion of a full four-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must have been directly related to the position. The successful completion of a full course of study of at least 12 months in a school for clinical laboratory technicians may be substituted for the 1 year of specialized experience required at the GS-5 level for positions involving microbiology and biochemistry technician work. You must include transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed education and specialized experience may be used to meet total experience requirements. To compute this percentage, first divide the total months of qualifying experience by 12. Then divide the number of completed post high school semester hours of education as described above (that are in excess of 60 semester hours) by 60. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. NOTE: Only post high school level education in excess of more than 60 semester hours may be used to qualify for this position. You must include transcripts.

To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

Physical Demands: Physical demands required for this position requires strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Incumbent must be physically able to swim in varying conditions including choppy seas, poor visibility, and against currents. Incumbent will be expected to lift project and SCUBA gear. The incumbent must be able to maintain physical standards to qualify as a NPS diver as outlined in the National Park Diving Reference Manual 4. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time. Incumbent is expected to conduct duties in a safe and orderly manner so as not to endanger self, fellow workers, or property.

Working Conditions: Work assignments are preformed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including rough seas, swift-moving water, steep slopes, rocky terrain, swamps and forests. Field work includes exposures to extreme weather conditions and terrain, fast-moving waters, coral disease treatment, sharp benthic organisms, and wild animals. Underwater work will utilize SCUBA diving. Swimming, snorkeling and SCUBA diving may include entering cold, fast-moving and/or low- visibility waters and/or exposure to stinging organisms, for which personal protective equipment (wetsuit) will be used. Laboratory work/field preparations may involve hazardous chemical exposure

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
