As a Biomedical Engineer you will report directly to the Supervisory Biomedical Engineer in Engineering Service. You will assist with the Healthcare Technology Program. This program encompasses professional engineering consulting with medical staff in all areas involving medical systems: in-house calibration services, repair and safety of all medical systems, and assurance of meeting guidelines set by the DVA and other code-setting agencies regarding maintenance and safety of medical systems. Program principles include modernizing technology, striving for efficient process and tools, valuing our people and community, and serving our Veterans and customers. The incumbents must keep abreast of all requirements in this field and, in particular, recent legal actions, to ensure compliance. The incumbents is a member of numerous committees dealing with issues touching upon medical equipment and processes. The incumbents also gives critical support to the Healthcare Technology Management program by interacting with professional and medical staff. Duties include, but are not limited to:

  • Assisting with the Healthcare Technology Management Program by providing engineering review and guidance.
  • Providing professional engineering direction to comply with legislative and accrediting requirement at the VA San Diego. Requirements include federal (OSHA, EPA, FDA, NFPA), state and local authorities having specific jurisdiction concerning protection and quality of life and environment, as well as accrediting bodies (TJC, CAP, etc.)
  • Supporting a comprehensive medical equipment support program that must ensure the safety, reliability, and diagnostic/therapeutic efficacy of all devices employed in the direct and indirect delivery of patient care.
  • Coordinating and managing the Healthcare Technology Management section's Medical Device Isolation Architecture and network security.
  • Designing specialized circuits or devices as requested by clinicians or as deemed necessary to properly restore medical equipment to service.
  • Evaluating major failure problems or inadequate performance of medical equipment systems.
  • Preparing quality assurance monitor reports, standard operational procedures, and preventative maintenance procedures.
  • Introducing the newest technology and practices to the medical center involving medical systems often with profound impact on clinical and administrative service processes.
  • Managing the Healthcare Technology Management Section's recall and safety alert program for medical devices hazard investigations to assure compliance with patient safety goals, SMDA, and The Joint Commission requirements.

Work Schedule: Monday - Friday, 8:00am-4:30pm

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Biomedical Engineers must be proficient in spoken and written English.
  • Education and/or Experience: Must meet one of the following:
    • Bachelor's Degree or higher in Engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical engineering; OR
    • Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above.

Grade Determinations:
In addition to the basic requirements above applicants must meet the following requirements to qualify:
For the GS-7:
  • None beyond the basic requirements.

For the GS-9:
  • At least one year of specialized experience equivalent to the next lower grade level; OR
  • Master's degree in Biomedical Engineering, or a related field of study as outlined in the basic requirements, or a bachelor's degree in Engineering plus two full years of progressively higher level graduate education in a related field of study; AND
  • In addition to the requirements above, You must demonstrate all of the following knowledge, skills, and abilities (NOTE: this experience must be demonstrated in your resume in order to receive credit):
    • Knowledge of the principles, theories, concepts, and practices of the Biomedical Engineering Profession.
    • Ability to interpret relevant codes, regulations, guidelines, and standards, and make recommendations to ensure compliance with medical center programs.
    • Ability to understand the operational needs of clinical services in the health care system.
    • Ability to prepare material on current technical topics and trends, for presentation to other technical staff and mid-level hospital management and the ability to keep abreast of changes in technology.
For the GS-11:
  • At least one year of specialized experience equivalent to the next lower grade level (meeting all KSAs for that level); OR
  • Ph.D. or equivalent doctoral degree in Biomedical Engineering, or a related field of study as outlined in the basic requirements, or a bachelor's degree in Engineering plus three full years of progressively higher level graduate education in a related field of study; AND
  • In addition to the requirements above, You must demonstrate all of the following knowledge, skills, and abilities (NOTE: this experience must be demonstrated in your resume in order to receive credit):
    • Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission, National Fire Protection Association, or other applicable regulatory requirements.
    • Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare.
    • Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems.
    • Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation.
For the GS-12:
  • At least one year of specialized experience equivalent to the next lower grade level (meeting all KSAs at that level); OR
  • Completion of a post-doctoral research fellowship in the field of biomedical engineering; AND
  • In addition to the requirement above, You must demonstrate all of the following knowledge, skills, and abilities (NOTE: this experience must be demonstrated in your resume in order to receive credit):
    • Ability to conduct a medical equipment management or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies.
    • Ability to develop a curriculum for a continuing education program that address the safe and effective use of medical technology, and/or research devices.
    • Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and TJC requirements.
    • Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
    • Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management.
    • Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management.
    • Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety.
    • Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA.
    • Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
    • Ability to apply project management principles to deployment of medical equipment and health information technologies.
