Summary

The FRTIB is looking for a highly qualified and motivated individual to serve as a Branch Chief, Authorization Management Branch (AMB).

This Job Opportunity Announcement (JOA) may be used to fill other Branch Chief, Authorization Management Branch (AMB), GS-2210-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Duties

This position serves as the Branch Chief of Authorization Management Branch (AMB). The major duties of the position are:

  • Overseeing of the Risk Management Framework (RMF) Program, processes, and efforts for the Agency's Federal Information Security Management Act (FISMA) systems in accordance with National Institute of Standards and Technology (NIST) guidance and frameworks.
  • Maintaining AMB managed programs and processes such that they adhere to the latest NIST guidelines and practices. Leveraging tools and frameworks to maximize security value, process improvements, and more effective use of resources.
  • Defining, managing, and overseeing of the Continuous Monitoring Program, processes, and efforts for the Agency's FISMA systems.
  • Establishing security system boundaries in coordination with the Business and System Owners.
  • Documenting, evaluating, and monitoring security controls for the protection of FRTIB FISMA systems.

Probationary Period. One-year probationary period may be required.

Supervisory Probationary Period. One-year supervisory probationary period may be required.

Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.

Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-13.

Specials selection priority consideration will be given under the Career Transition Assistance program (CTAP) to well-qualified surplus or displaced candidates within the local commuting area.

Qualifications

To qualify for this position applicants must meet the Basic Experience, and the Specialized Experience as described below.

Basic Experience: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: In addition to demonstrating the basic qualifications listed above, applicants must also demonstrate possession of specialized experience. You qualify at the GS-14 level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level performing duties such as: (a) leading a cybersecurity risk management program ensuring compliance with relevant standards and guidelines; (b) monitoring the security posture of information systems and detecting potential security incidents; (c) analyzing data to identify trends and providing actionable insights to improve system security; and (d) developing cybersecurity policies and procedures, including requirements for cybersecurity testing and assessment programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
