Conditions of employment

Qualifications
SPECIALIZED EXPERIENCE
To qualify at the GS-11 level: Applicants must possess one year of specialized experience equivalent to the GS-09 level in the Federal service or its non-Federal equivalent that includes:
- Analyzing and monitoring budget execution;
- Tracking obligations and expenditures and monitoring the availability of funds;
- Preparing budget reports or supporting documentation; and
- Providing guidance to management or program staff on budgetary matters.
Education Substitution: Applicants may meet the qualification requirements through a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related.
Applicants may also qualify through a combination of education and specialized experience that meets the applicable qualification requirements.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no positive education requirement for this position. However, education may be substituted for the required specialized experience, as described in the Qualifications section, above.
NOTE:
Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You MUST provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. A complete application consists of the following:
Resume. Your resume must include education, work experience, employment dates (mm/dd/yy), and hours worked per week if less than 40. Performance Appraisal/Incentive Awards. If applicable, applicants may submit performance appraisal and/or incentive award documentation for consideration by the selecting official. Un-remarried widow or widower of a service member killed while performing active duty: A copy of the service member's DD-214 showing release/discharge due to death while on active duty; DD-1300 or other documentation verifying death while performing active duty; documentation verifying marriage at the time of death; and a statement certifying un-remarried status.
Current or former political Schedule A, Schedule C, Non-career SES, or Presidential Appointee employees: Submit a copy of the applicable SF-50 and a statement providing:
- Position title;
- Type of appointment;
- Agency; and
- Beginning and ending dates of appointment.
