Summary

The Office of Budget for the Federal Mediation and Conciliation Service (FMCS) is responsible for developing budget estimates and supporting material for the financial needs of the Agency, coordinates and assists in presenting the budget to the Office of Management and Budget (OMB) and the Congress, and ensures that FMCS properly executes enacted appropriations. This position reports to the Acting Chief Operating Officer (COO).

This is a 1-year reimbursable detail opportunity.

Duties

Responsibilities may include, but are not limited to:

Develops and maintains expertise of the Federal budgeting environment by monitoring and interpreting applicable legislation, Executive Orders, and the Office of Management and Budget (OMB) circulars and guidance. Ensures compliance with legislation and with reprogramming limitations. Liaises with OMB and with the House and Senate appropriations committees on budgetary matters.

Coordinates, oversees and conducts activities that support creating annual budget requests, performance reports and strategic plans. Leads the quadrennial review and update of the FMCS strategic plan. Establishes and coordinates budget guidance, appropriation integrity, and strategy. Assists program areas in the translation of needs into resource requests and reviews, analyzes and prepares their budget requests. Prepares annual budget estimates for submission to OMB and for the Congressional Budget justification. Presents facts and data that are consistent with budgetary policies.

Provides budget control on behalf of senior leadership and creates and improves budget monitoring and feedback systems. Researches, identifies, and analyzes trends in the use of funds, and recommends adjustments in program spending and workloads. Evaluates program function, performance, cost, and staffing; develops options and recommendations for redirection, reprogramming, performance improvement, and improved efficiency. Reconciles changes in program plans and funding and evaluates their effect on milestones and performance.

Qualifications

In order to qualify for this position, your resume must provide sufficient information to indicate specialized experience at or equivalent to the GS-15 grade level or pay band in the Federal government.

Specialized experience for this position must demonstrate the following:
  • Developing and maintaining federal budgeting policies and processes for a federal agency;
  • Acting a liaison between OMB and the House and Senate appropriations committees on budgetary matters;
  • Coordinating, overseeing, and conducting activities that support the creating annual budget requests, performance reports, and strategic plans;
  • Experience preparing the annual congressional budget estimates for submission; and
  • Researching, identifying, and analyzing trends in the use of agency funds and recommending adjustments in spending and workloads.
