Job Description (Please follow all instructions carefully)

Summary

The incumbent serves as the Budget Director and is responsible for directing a team of analysts in the formulation and execution of USAGM's budget, as well as grants management for the agency's grantees. The position utilizes professional knowledge of financial concepts, policies, procedures, and systems consistent with applicable federal statutes, regulations, and directives, including guidance from the White House Office of Management and Budget and the U.S. Government Accountability Office.

Duties

As Budget Director, you will be responsible for duties to include, but are not limited to:

Lead the budget formulation activities for USAGM, including the annual budget justifications to OMB and to Congress and the annual operating plan/program plan for the funding level Congress ultimately appropriates for the fiscal year.

  • Coordinate with the agency's networks and grantees to ensure comprehensive and timely budget deliverables, including through the collection and analysis of quantitative and qualitative information.
  • Work with the USAGM Office of Policy and Research to ensure integration of budget and performance information.
  • Review budget narratives and data for quality, accuracy, and consistency with leadership priorities.
Oversee the budget execution activities for USAGM, including the apportionment of one year and multi-year funds by OMB, as well as setting allotments and sub-allotments and supporting strong internal controls.
  • Monitor the execution of funding across the agency, particularly for initiatives of importance to senior leadership and for variances against historical and planned execution.
  • Partner with program offices, the Office of Contracts, the Finance Division, the General Counsel, the Office of Policy and Research, and other stakeholders as necessary on a range of issues, including the annual financial audit, end-of-year close-out activities, interagency agreements, contracts, and compliance with the DATA Act and other applicable laws and regulations.
Assist the CFO in overseeing the operations of the agency's five grantee organizations.
  • Ensure compliance with statutory and regulatory grants management requirements and standards.
  • Facilitate the drafting and signing of the five annual grant agreements and any amendments necessary during the fiscal year.
  • Review spend plans for each grantee, recommend their approval/disapproval to the CFO, and monitor funding execution against the approved spend plans.
Develop and update policies and procedures for activities within the Budget Director's areas of responsibility based on changing business needs, GAO/OIG recommendations, OMB directives, and opportunities for greater effectiveness and efficiency.
  • Advise on and contribute to USAGM documents with budgetary information or implications, such as Congressional Notifications, statutorily-required reports, and the agency "shutdown plan" plan to ensure accuracy and completeness of budget information and consistency with budget decisions by agency leadership, the Administration, and Congress.
  • Analyze, interpret, and oversee the implementation of new standards, directives, regulations, and statutes within the Budget Director's areas of responsibility, including guidance issued by federal oversight agencies (e.g., OMB, GAO, the Treasury Department, the General Services Administration, etc.) and advise management on the implications of the new standards and expected programmatic and financial impacts.

Qualifications

To meet minimum qualification requirements for this position, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

All applicants MUST submit written narrative responses addressing each Mandatory Technical Qualification (MTQ) and Executive Core Qualification (ECQ) separately. When preparing your responses to the MTQs and ECQs, you are encouraged to follow the Challenge, Context, Action and Result model outlined in the OPM's Guide to Senior Executive Service Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope of complexity of programs managed, and program accomplishments including the results of your actions. ECQ narrative statements may not exceed ten (10) pages; MTQs may not exceed two (2) pages. Please included your full name on all documents submitted.

You must upload your written narrative responses to MTQs and EQCs to your application package. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.

Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to provide ECQs narratives.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Mandatory for all applicants.
All applicants must submit a written narrative response to the following MTQs. You must address each MTQ separately. Each MTQ narrative must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.

MTQ 1: Financial and Budget Acumen - Expert knowledge and mastery of federal budget formulation and execution, grants management, federal budget regulations, Appropriation Laws, federal accounting standards, theories, concepts, fiscal policies and regulations, federal travel regulations, OPM payroll requirements, OMB Circulars, and precedents applicable to the financial administration of Federal executive agencies and grantees and experience in the formulation, justification and presentation of an agency's budget estimates to management, the Office of Management and Budget, and Congress, in order to oversee the development and execution of financial resources, as well as compliance with financial, accounting, and budget laws, regulations, and precedent decisions.

MTQ 2: Organizational Awareness and Strategic Planning Acumen - This qualification requires an extensive background in, and understanding of, USAGM's key mission and functions; proven record of progressively responsible work experience at the top executive and managerial levels in government and/or the private sector; extensive experience and understanding of long-range (five-year) strategic planning and organizational performance management, including the ability to establish and evaluate metrics to measure organizational performance in a media broadcasting organization. This includes knowledge of management principles pertaining to large government and corporate organizations and demonstrated ability to lead change, lead people, and achieve results through building partnerships and coalitions.

EXECUTIVE CORE QUALIFICATIONS: Mandatory for all competitive applicants.
All applicants must submit a written narrative response to each of the following ECQs. Your narrative must address each ECQ separately, should contain at least two examples describing your experiences and results; and demonstrate the underlying competencies in the narrative. Your ECQ narrative responses must not exceed 10 pages.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission and goals. Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: Financial Management, Human Capital Management, Technology Management.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, or international organizations to achieve common goals. Competencies: Partnering, Political Savvy, Influencing/Negotiating.
