Summary

This position is located in the Office of the Chief Financial Officer. The position provides support to an SES­ level Chief Financial Officer and Deputy CFO, direction and guidance to subordinate staff, monitors the application/implementation of financial products and implements new and/or revised financial regulations, policies and procedures.

Duties

As a Budget Officer, GS-0560-15, you will perform the following major duties:

Supervises the work of budget analysts with the responsibility for ensuring timely performance and quality of work, evaluating performance of staff against established standards for performance, and administering leave, hours of work, and counseling on other administrative matters.

Formulates and develops strategy of agency budget requests and prepares the analyses on the impacts to the agency. This includes developing and preparing budgetary information, summaries, and tables to respond to a variety of specific requests and to facilitate the presentation of the budget.

Apprises senior management of NTSB's financial condition and advises them of the recommended measures necessary to ensure proper funds management, such as revising apportionments and operating plans, reprogramming, and limiting expenses.

Reviews and analyzes budget estimates and requests for allotments of programs for accuracy, adequacy of support, narrative justification, and conformance with budgetary policy and recommends necessary changes and revisions where applicable.

Responsible for the development of apportionment requests to OMB based on all resources available to the NTSB. Establishes allotments and financial plans to affix accountability.

Reviews pending/proposed legislation, Congressional questions, and other budget documents to assess the resource Implications on the budget execution programs of the NTSB.

Qualifications

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service (experience may have been gained in the private or public sector). Specialized experience is defined as (1) knowledge of the Federal budget process and financial management practices and procedures, rules and regulations to conduct complex analyses of financial, budgetary and programmatic data; 2) ability to supervise the work of budget analysts with responsibility for insuring timely performance of a satisfactory amount and quality of work and evaluating performance against established performance standards; 3) broad and thorough budget formulation, execution, and Principles of Federal Appropriations Law knowledge and abilities; 4) development and preparation of budgetary information, summaries, and tables to respond to requests and to facilitate the formulation, presentation, execution and analyses of the agency's budget; 5) drafting analyses which evaluate the impact and significance to the agency's budget for new or revised legislation, policies, procedures, and program requirements; and 6) knowledge and experience in working with the Congressional appropriations process.
