Duties
The Budget Officer supports the Chief Financial Officer in the capacity of a deputy for daily operations in the budget and financial reporting functions. Responsibilities encompass financial planning, budget formulation and presentation, budget execution and analysis, financial reporting, financial data integrity, internal controls, and financial systems development and integration.
Specifically, you will:
- Stand in for the CFO as needed both at internal and external meetings involving budget and financial issues.
- Develop an annual financial plan for the agency, ensuring that funds are obligated and accounted for in accordance with Federal guidelines and regulations.
- Analyze the effect of various externally directed budget situations, such as continuing resolutions, rescissions, across-the-board reductions in budget authority, etc.
- Manage the calendar of events for the budget formulation process.
- Draft appeal documents for the Commission, supplying necessary backup analysis and graphical supporting documentation.
- Execute the Commission's budget and ensuring that financial obligations and expenditures are recorded properly in compliance with applicable law and are accounted for properly as to permit the preparation of reliable financial and statistical reports and to maintain accountability over Commission assets.
- Monitor legislative initiatives drafted by the Commission to determine resulting resource requirements or implications.
- Supervise the agency's budget staff of professional budget analysts.

Qualifications
CT-15 Level: To qualify for the CT-15 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-14 level). Specialized experience includes but is not limited to:
- Extensive experience in the application of the Federal budget analysis and administration to facilitate analytical, technical, and administrative duties in one or more phases of the budgetary process, e.g., budget formulation, and budget execution.
- Extensive experience preparing and presenting complex information to senior level officials, including agency leadership, the Congress, Congressional staff, and staff of the Office of Management and Budget.
- Knowledge of the concepts and capabilities of automated data processing and software and extensive experience using this knowledge to facilitate all aspects of budgeting (formulation, presentation, execution and analysis).

Education is not required, nor may it be substituted for specialized experience.

This position is not in the Bargaining Unit.
Relocation: Relocation expenses will not be paid.
Supervisory Probationary Period:
As a condition of employment for accepting this position, you may be required to serve a 1-year supervisory probationary period upon initial appointment to a supervisory position.
