Duties
Under the direction of the Chief Financial Officer (CFO), the incumbent is responsible for the full range of budgetary management operations necessary to support the Library's programs and personnel. Specifically, the incumbent is responsible for the formulation, presentation, and execution of the budget for the Library of Congress and is Acting CFO in the absence of the CFO as directed.
The incumbent provides a wide range of analytical, technical, managerial, and advisory functions related to the budgetary process. Schedules and coordinates the efforts of the budget staff, service units, and other staff offices to produce an integrated budget plan for the Library of Congress. In preparing and justifying the plan, the Budget Officer is responsible for developing and/or editing justification statements for requested multi-year and no-year appropriations; briefing agency officials on testimony to be given before the appropriations committees; providing expert advice to Library officials on budgetary policy; and presenting and justifying the budget plan to staff of congressional appropriations committees. The incumbent is the top technical authority on matters of budgetary policy, law, and regulation for the Library of Congress and is responsible for assuring compliance with these governing requirements.
Under the direction of the Chief Financial Officer, acts as a principal official responsible for liaison with congressional committees and staff regarding the Library's appropriation and budget process. Represents the Library in dealing with congressional and Library staff in areas of budgetary policy and strategy. Establishes and maintains effective working relationships with various high level individuals, including key staff of Members of Congress and their staff, other legislative and executive agencies, executives of major corporations, and distinguished members of the public.
Serves as the primary agency advisor providing advice and making recommendations for the use of a complex array of multi-source fund accounts (i.e., appropriated, reimbursable, gift, gift revolving, revolving, and trust fund accounts). Exercises technical authority and participates in decisions concerning the discretionary use of funds by the Library's service units through provision of expert advice and recommendations concerning the costs and benefits of proposed actions. Advises and recommends on the arrangement for the use of reimbursable funds, in accordance with the purposes of the parent appropriations and understandings between the advancing agencies and the Library of Congress; and of gift, trust, and revolving funds in accordance with the requirements of the Library of Congress Trust Fund Board Act and conditions imposed upon gifts, trusts, and revolving funds by trustors and donors.
Exercises expert level authority over the direction, coordination, implementation, and evaluation of a multi-year budget formulation process that is critical to the successful operation of the agency and impacts all agency service units. Exercises full responsibility for the development, implementation, and maintenance of the budget formulation process--a major element of the Library's Planning and budgeting framework. Formulates and administers policies affecting the mission of the agency.
Develops the annual call for program changes (adjustments to workload items) using a multiyear cost schedule format that includes a cross-walk to the strategic plan, complete program description and justification, cost schedules by element of expense, a cost and benefit analysis, and impact statement. Coordinates the compilation of program requirements into a financial review and analysis process by the Chief Financial Officer, the Principal Deputy Librarian, and the Librarian of Congress.
The incumbent is a top advisor on budget execution matters. The incumbent directs the execution of the Library's operating budget for all appropriated funds, including the establishment of necessary controls which apply to such execution of the intent ( expressed and implied) of the Congress in granting appropriations and approves, from a budgetary standpoint, expenditures for individual items of personal service, travel, printing, supplies, and the entire array of objects of expenditures.
Performs the human resource management functions relative to the staff supervised. Establishes performance expectations for staff members, which are clearly communicated. Provides informal feedback and periodically evaluates staff on organizational performance. Resolves informal complaints and grievances. Takes personnel actions as necessary. Provides advice and counsel to staff members and subordinate managers related to work and policy matters.
This is a supervisory, non-bargaining unit position.

Qualifications
The competencies below are required for this position. Those marked with a double asterisk (**) are considered the most critical competencies for this position.
A candidate's resume must show a proven record of accomplishment that clearly demonstrates he or she has:
(1) Knowledge of the Federal budget process and financial management practices and procedures.** The successful candidate has applied extensive knowledge of federal budget formulation, execution, appropriations law, fiscal management, and financial regulations to direct and oversee organizational budgeting and fiscal oversight activities, including: 1) leading development, execution, and evaluation of annual budget estimates, financial plans, and budget submissions; 2) coordinating and validating funding requirements, cost projections, workload data, and financial analyses to ensure alignment with organizational priorities, strategic goals, appropriations, and fiscal policy; 3)managing appropriated funds by tracking expenditures, obligations, reimbursements, and balances while implementing internal controls, compliance measures, and anti-deficiency safeguards; and 4) conducting program reviews, budget analyses, and performance evaluations to identify trends, resolve discrepancies, address audit findings, and support executive decision-making and mission objectives.
(2) Ability to Provide Budget Liaison Duties, Advice, and Guidance. ** The successful candidate has demonstrated ability to serve as principal budget liaison & senior advisor on complex fiscal, appropriations, & funding matters affecting operations & strategic initiatives by: 1) representing the organization in high-level budget discussions, negotiations, & briefings; 2) coordinating communications on appropriations, budget formulation, funding strategies, & legislative requirements; 3) advising executive leadership on budget impacts of policy decisions, resource allocations, & funding initiatives; 4) reviewing & analyzing financial proposals, funding arrangements, & budget recommendations for fiscal soundness, compliance, & stewardship; 5) coordinating multi-source funding, reimbursable agreements, & interagency financial activities; & 6) facilitating collaboration among stakeholders to resolve budgetary issues, funding conflicts, & resource allocation challenges.
(3) Ability to supervise and lead a diverse workforce. The successful candidate has supervised and led a diverse workforce, in doing so, performed these administrative functions: (1) established performance standards, guidelines, & expectations; (2) directed daily operations, assigned work, & evaluated performance & outcomes; (3) provided coaching, mentoring, & informal/formal feedback; (4) resolved employee concerns, complaints, & grievances promptly; (5) developed & implemented improvement plans & recommended personnel actions; (6) advised & counseled staff on work-related & administrative matters; (7) exercised authority to initiate & enforce disciplinary actions; (8) reviewed & approved/denied leave & other personnel actions; (9) oversaw processes to ensure efficiency, compliance, & effectiveness; and (10) communicated organizational goals, priorities, & expectations to align with mission objectives.
(4) Ability to communicate in writing. The successful candidate has produced high-quality written materials, including budget justifications, reprogramming requests, budget guidance, project plans, study proposals, and policy recommendations to support agency-wide budget formulation and execution.
(5) Ability to communicate effectively other than in writing. The successful candidate has the ability to speak clearly and with professional poise in both formal and informal settings to customers, vendors, and peers, managers to both provide and seek information. This includes providing information that is accurate, current, and complete. This also includes targeting the amount, style, and content of the information to the needs of the receiver; actively listening to and understanding information; and listening to and answering questions thoughtfully and completely.

All initial appointments, permanent or indefinite, to the Library of Congress require completion of a one-year probationary period. In addition, all newly appointed Senior Level executives, from outside the Library as well as from within, must serve a one year probationary period in accordance with the Library of Congress Regulations (LCRs) 9-1610 Senior Level Executive System.
