Duties
Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security.
This position starts at a salary of $120,579.00 (GS-13, Step 1) to$156,755.00 (GS-13, Step 10). Enforcement Programs Division (EPD) oversees admissibility policy maintenance and development in conjunction with oversight for the processing of travelers seeking entry to the United States by air, land, and sea; including directives on personal search, custody, detention, and CBP authorities outside of U.S. ports of entry.
Typical duties include:
- Providing subject-matter-expertise in admissibility and discretionary authority, including direct engagement with field personnel, external stakeholders, and Department of Homeland Security officials regarding potential and ongoing large-scale immigration and enforcement focused initiatives, such as global crises response and executive action implementation
- Representing CBP with members and staff of the legislative branch, the Office of the Inspector General, Government Accountability Office, and in ongoing litigation supporting CBP's Office of Chief Counsel and the DHS Office of General Counsel regarding the processing of travelers seeking to enter the United States.
- Addressing policy matters critical to frontline officers and managers assigned to the inspection of travelers seeking entry to the United States
- Developing and updating training materials regarding personal search, detention, and CBP authorities outside of U.S. ports of entry

- Firearm Requirement-This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
- Applying a thorough and comprehensive knowledge of program related legislation and regulations and an extensive knowledge of inspection and investigative techniques including the preparation of reports that substantiate findings and serve as a basis for legal action
- Planning, leading, designing, and coordinating enforcement efforts with Field Intelligence and Analytical Units, Joint Multi-Task Force Teams, Tactical Terrorism Response Team, Joint Terrorism Task Force, Office of Professional Responsibility, and other Task Force details
- Serves as a liaison to other federal agencies and managers in DHS and CBP
- Developing and deploying innovative strategies to prevent the illegal entry of terrorists and their associates into the United States
- Promotes and policing management accountability and operational integrity, for border security initiatives by ensuring policy compliance for respective areas

Administrative Secondary CBP Officer (CBPO) Special Retirement Coverage (SRC) Requirement: This position meets the definition of secondary administrative CBPO SRC under the laws and regulations defined in 5 U.S.C. 8331 (31), Civil Service Retirement System (CSRS) and General Provisions for CBPO defined in 5 U.S.C. 8401(36), Federal Employees Retirement System (FERS). The criterion is that knowledge, skill and ability in a position deemed to meet primary CBPO SRC is a mandatory prerequisite to satisfactorily perform the major duties and responsibilities of this job. The conditions for coverage of a secondary position are contained in 5 C.F.R. § 831.1604 for CSRS and 5 C.F.R. § 842.1003 for FERS. As defined in 5 C.F.R. § 831.1602 CSRS and 5 CFR 842.1002 FERS, to be eligible for this secondary administrative CBP) SRC position you must have permanently served in a primary CBPO SRC position, e.g. Customs Inspector, GS-1890; Immigration Inspector, GS-1816; Canine Enforcement Officer, GS-1801; or CBP Officer, GS-1895

- Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
- Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/03/2025

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
- Participation in a study abroad program sponsored by a U.S. affiliated college or university

Security Clearance: You may be required to obtain a Secret clearance for this position.
Rotation of Assignments/Duty Locations: You may be required to rotate assignments and duty locations.
Uniform: This position requires you to wear an officially-approved uniform while in a duty status.
Physical and Environmental Conditions: The work environment includes offices, aircraft operation areas, airline passenger and cargo areas, and marine docks. Periods of outdoor work may be required in snow, rain, or extreme heat. Occasional periods of outdoor work may be required in remote areas with no modern comfort facilities. The work may involve the use of toxic chemicals, pesticides and fumigants. Protective clothing may be required such as hard hats, gloves, goggles, hearing protection, and respirators.
Training: This position has a training requirement. Selectee(s) are required to attend and successfully complete 89 days of paid training at the CBP Field Operations Academy in Glynco, GA. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.
Data Systems: You will be required to maintain access to all data systems necessary for duty execution.
Shift work: You may be required to perform work on a shift and rotational basis.
Overtime: You must be readily available to work overtime on a scheduled or unscheduled basis in excess of the 40-hour work week.

You will be evaluated for this job based on how well you meet the qualifications above.
