This position is being filled under Direct Hire Authority 5 U.S.C. ยง 9905, dated 6/23/2023

This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent performs pre- and post-award functions for a wide variety of specialized acquisitions for complex and diversified programs.

Duties

As a CONTRACT SPECIALIST at the NH-1102-3 some of your typical work assignments may include:

  • Plans the overall approach to meet contracting program objectives
  • Researches, interprets, analyzes, and applies regulations, business and industry practices, market trends, Government Accountability Office and Comptroller General decisions, public law, case law, and precedents.
  • Executes post-award contract performance management actions, evaluates contractor performance for compliance with terms and conditions of contracts, and ensures timely submission of technical progress reports and performance metrics.
  • Serves as business advisor to a wide range of customers; represents the interest of USTRANSCOM in meetings and various contacts outside the agency.

  • Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
  • REMOTE POSITION: This position is eligible for remote work within CONUS, as agreed upon by the employing organization. (See "Additional Information" section below)
  • Travel expenses, if approved, will be paid IAW JTR and AFMAN 36-606.
  • This position is part of the Acquisition Professional Development Program (APDP). See "Additional Information" section below.

Qualifications

You may qualify at the NH-03 if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH - 02 (GS-11) grade level in the Federal service, military or private sector as listed below:
  • Providing business advice to customers.
  • Performing all pre-award/post-award functions.
  • Using a wide range of contracting methods and types to procure a variety of commodities, services and/or construction.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting the specialized experience outlined above, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102 series as listed below:

A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; OR a current DoD civilian employee, in any occupational series, who occupied a similar occupational specialty to the 1102 series while serving in the military on or before September 30, 2000, OR a current DoD civilian employee, who occupied 1102 series positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.

Acquisition Professional Development Program (APDP): The employee must meet the Back to Basics functional area certification requirements for career category C- Contracting, Level 1 - Foundational within the timeframe range of 1 - 5 years from appointment date into the position. REMOTE POSITION: This position is eligible for remote work within CONUS, as agreed upon by the employing organization. Incumbent will be required to fully comply with policies outlined in DODI 1035.01_DAFI 36-816_DAFGM 2021-01, dated 11 Mar 2022, and requires successful completion of OPM's telework training prior to approving a DD Form 2946, Telework Agreement and the Remote Work Agreement, if applicable.

Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
