Duties

Serves as supervisor for regulatory operations and compliance requirements for Marine Corps Child and Youth Programs (CYP), Family Care Branch, Marine and Family Program Division (MF), Manpower and Reserve Affairs Department (M&RA), Headquarters Marine Corps (HQMC) in Quantico, VA.  CYP Management Specialist is a direct report to the Child and Youth Program Manager.  Will be responsible for the integration, coordination, and oversight of CYP administrative operations in accordance with all applicable policies and standards and for ensuring that all CYP programs are following Marine Corps regulations, reporting, inspection, and suspense requirements. 

Ensures mandated CYP procedures encompasses mission, function, operation, activity, laws, rules, and regulations authorized and funded by the agency. Develops, modifies, or provides input to project plans. Implements program operations and compliance plans to meet objectives. Coordinates and integrates project activities. Monitors operational and compliance related activities and resources to mitigate risks.  Implements and maintains quality assurance processes.  Makes improvements, solves problems, and takes corrective action when problem arise.  Facilitates presentations or briefings on all operational and compliance initiatives of CY Enterprise wide.

Writes the CYP policy guidance development and ensures program operations are in accordance with Marine Corps Orders, guidance, and directives. Monitors progress toward organizational and operational goals, evaluates and adjusts programming to improve CYP. 

Provides support and requirements for the annual unannounced installation CYP inspections to include coordination and technical content. Coordinates other aspects associated with the initial and follow-up meetings with the installation Commander and/or Command team, as well as all coordination with proponents, materials, dissemination and collection and roll-up of results. 

Identifies problems, determines accuracy and relevance of information, and uses sound judgement to generate and evaluate alternatives and makes recommendations to improve programming. Stays abreast of current process engineering methods, metrics, tools, and techniques. Organizes work, sets priorities, and determines resource requirements.  Determines short- or long-term goals and strategies to achieve them. 

Develops minimum standards governing the program, policy, procedures, and personnel. Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to ensure that changes do not include provisions contrary to basic law.  Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. 

Supervision

Supervises full performance program specialists to include assigning and distributing work, coaching, counseling, and mentoring employees; approving and disapproving leave, recommending, and completing personnel actions, completing performance reviews, and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program and prevention of sexual harassment.  Must be alert to alcohol/drug abuse and take appropriate action

Qualifications

Bachelor¿s degree from an accredited university, in Early Childhood Education or a related field appropriate to the work of position AND three years of experience that demonstrates skill to serve as a CYP Supervisor and a recognized expert to independently support day-to-day operation that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency, OR an appropriate combination of education and experience that demonstrates possession of knowledge and sill equivalent to that gained in the above. 

Skill to motivate and manage multiple projects in a high operational tempo. Ability to multi-task while maintaining attention to priority requirements. Skills to propose operational guidelines for program operations and facilities when establishing guidelines have not been successful, do not apply, or none are available. Skills to develop program scope, requirements and deliverables that require combined resources of many divisions and agencies. Ability to develop, modify, or provide best of current successful projects to stimulate development and improvement of programs and implement high visibility or complex program plans. Ability to coordinate and integrate project activities that require negotiation and resolution of conflicts and disputes over applicability of guidelines and operation of programs and monitor project activities and resources to mitigate risk.  Incumbent will travel in support of primary duties, as necessary.
