Language Requirement: Because 16 of our 26 sites are in French-speaking countries, proficiency in French is a requirement for final selection for all of these positions, including positions in the United Kingdom. Applicants will be evaluated by a third-party testing facility prior to interview to determine their proficiency in speaking and reading French using the Interagency Language Roundtable (ILR) scale. Specialized Experience: For the GS- 11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-09); or its non-Federal equivalent that demonstrates: distributing or balancing the workload of other by supervising others or overseeing a team project; monitoring expenditures to ensure cost-effective support of programs. promoting the services and products of an organization; and communicating with the public in a structured manner.

Educational Substitution: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher graduate level education in an accredited or pre-accredited college or university leading to such a degree. You have some specialized experience as described in 1, but less than one year; and you have more than one year but less than two years of education as described in 2. Specialized Experience: For the GS- 12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrates: performing the full scope of supervisory duties by conducting all human resource management decisions including hiring, evaluation, discipline, and training; preparing and executing a budget for a program or organization; sets policy and develops standard operating procedures for the daily operation of an organization; promoting the services and products of an organization; engaging in speaking events; and preparing or delivering oral presentation.
Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.
