Summary

The Chief Administrative Officer (CAO) position is located in the Office of Managing Director of the Federal Communications Commission (FCC). The CAO of the FCC assists the Managing Director in carrying out his/her responsibilities as the chief administrative official of the Commission, whose responsibilities include broad discretionary power and authority to act on administrative and operational matters.

Duties

The incumbent will be responsible for planning, organizing, implementing and administering Commission programs for office space management and utilization, building operations and maintenance, security operations, information security, automotive transportation, property management, requisitioning and maintenance of office supplies and equipment, financial management of accounts, distribution of publications, printing and duplicating services, graphic and conference support services, mail management and distribution, the acquisition of supplies, equipment, and research and development studies (to include construction and architectural/engineering.

The Chief Administrative Officer (CAO), will also assist the Managing Director in carrying out their responsibilities as the chief administrative official of the Commission, whose responsibilities include broad discretionary power and authority to act on administrative matters. The CAO will assist the Managing Director in the formulation and administration of all administrative policies, programs and directives for the Commission consistent with authority delegated by the Commission and the Chairwoman and recommends to the Chairwoman and the Commission major changes in such policies and programs; and as the administrative head of the agency, assists the Chairwoman and the Managing Director in carrying out the administrative and executive responsibilities delegated to the Chairwoman.  The CAO also will serve as a member of the senior executive team in the Office of the Managing Director (OMD) and provide leadership and direction to the Administrative Operations (AO) group within OMD. 

Key responsibilities and services also include assisting and actively participating in formulation and execution of administrative policies and programs for the Commission, including such areas as space management and utilization, building operations and maintenance, security operations, information security, automotive transportation and property management. Assists and advises the Managing Director, Bureau and Office chiefs in assessing the administrative and resource implications of Commission policies and initiatives. Advises and submits recommendations to the Managing Director, Bureau and Office Chiefs and directly to the Chairwoman and Commissioners and the Chief of Staff regarding these matters, including the review of administrative systems, and other related subjects to improve efficiency, accountability, customer service and administrative management of the Commission.

Qualifications

QUALIFICATIONS: Applicants must provide detailed evidence of possession of each of the Technical and Executive Core Qualifications listed below to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official.  FAILURE TO MEET OR ADDRESS ANY ONE OF THE MANDATORY TECHNICAL OR EXECUTIVE CORE QUALIFICATION STANDARDS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate development Program approved by OPM, you must submit a narrative statement, as addressed in the vacancy questions, covering each of the following Executive Core Qualifications (ECQs).

Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Limit your narrative to two pages per Qualification for a total of no more than 10 pages.

MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement addressing each of the following Technical Competencies.

  • Demonstrated skill and experience managing, overseeing, planning, and directing major facility programs involving multiple functions, such as real property acquisition/leases; building services; space management; personal property and logistics (such as mail and transportation services).
  • Knowledge of Federal policies, regulations, and guidance pertaining to and experience in developing and implementing policies at the agency, department, bureau, corporate, or equivalent level related to security operations, which may include physical security; Continuity of Operations; health and safety; Sensitive Compartmented Information Facilities; personnel security and suitability; and/or operational and information security.
  • Demonstrated leadership ability ensuring compliance with applicable rules and regulations, such as from Executive Orders, General Services Administration, General Accounting Office, and/or Office of Management and Budget related to agency-level policies or programs.
  • Demonstrated knowledge, skill, and leadership experience developing, managing and implementing new, updated, or reengineered agency-level (or equivalent) operational or administrative programs or processes that are aligned with and contribute to the organization’s mission, strategic goals, and annual operating plans, including factoring in effective budget and cost-management, improved customer service, necessary contracts/acquisition, management-labor relations requirements, and/or internal and external stakeholder coordination and communication.
  • Demonstrated leadership ability to coordinate, develop, justify, present, and defend major decisions regarding agency-level (or equivalent) administrative or operational programs or policies to a broad range of decision makers, internal and external stakeholders, and employees.
