Duties
Serves as the Chief of Facilities Services Division within the Integrated Support Services (ISS) Directorate and is responsible for supporting the optimal usage of approximately 5 million square feet of real property across Capitol Hill and other locations. The Chief is responsible for the leadership and direction of Facility Operations and Space Utilization Planning & Design Services employing a broad knowledge of facility operations, engineering, interior design, and management skills. Obtains and oversees contracted services and those provided by the Architect of the Capitol (AOC) and ensures facility services are performed efficiently and effectively in compliance with Library policies and regulations.
Oversees the design and implementation of complex space renovations, modifications, office moves, and upgrades, including: workstations, furniture, flooring, shelving, window treatments, and ergonomics. Utilizes project management best practices and ensures that detailed planning and oversight results in projects being completed on time and on budget. Develops and oversees processes and tools to conduct life-cycle furniture and fittings assessments. Leverages a Computer-Aided Facility Management (CAFM) system to manage space utilization efficiently and to track assets.
Oversees operations of essential building functions, including HVAC, power and utilities, staff and visitor comfort, and the collections environment. Obtains and monitors food and vending services and performs inspections on the Capitol Hill campus and the National Audio-Visual Conservation Center (NAVCC) in Culpeper, Virginia. Obtains and monitors custodial and pest control services for all Capitol Hill buildings and NAVCC.
Primary advisor to the ISS Director on all facilities and renovation projects. Provides expert advice and conducts near- and long-term planning to ensure Library goals and objectives are properly defined, managed, and implemented.
Provides administrative and technical supervision for a group of employees performing work up to the GS-14 level. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers’ performance and conducts work performance critiques. Establishes guidelines and performance expectations for staff and communicates these through the formal employee performance management system. Provide informal feedback and periodically, evaluate employee performance.
