Summary

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration. The incumbent will report directly to the Deputy Assistant Director for Administration.

This position is only open to current USPHS officers.

Duties

DUTIES AND RESPONSIBILITIES:

  1. Directs the development and execution of IHSC directives, procedures, guidelines, and standards, congruent with DHS and ICE policies, for sound information technology business, records and information management, data analytics, and asset management to meet the overall needs of IHSC.

  2. Manages information technology (IT) activities to ensure the appropriateness of system design, development, deployment, and security functions associated with the IHSC's infrastructure and support systems, IT network, and the inventory of software and hardware.

  3. Directs, coordinates, and monitors IHSC's IT budget, resources, and operational enhancement programs.

  4. Oversees acquisition and life-cycle management activities for major IT investments. This includes the sustainment, maintenance, and eventual disposition of the current IHSC electronic health record (EHR) and acquisition. In parallel, award, deploy, and enhance the next generation IHSC EHR.

  5. Oversees the IT and medical accountable asset management procurement process and administers an inventory management and replenishment program to ensure efficient life-cycle management. This includes the construction and review of various management reports and processes used to define, value, and track asset investments.

  6. Develops and enhances a records management program that provides expertise and guidance in managing all official records created, received, maintained, retained, requested, and appropriately disposed of by IHSC.

  7. Provide timely input, review, and support of tasks generated by the IHSC Taskings and Program Support Unit for information requests from external ERO, ICE, and DHS stakeholders. This includes audits, record requests, annual/ad hoc reports, and inquiries.

  8. Work collaboratively with IHSC Unit Programs in developing dashboards, tools, and reports for managing ongoing collection and analysis of data to inform ongoing development and refinement of programs.

  9. Monitor HITU program activities, ensuring policy consistency, program effectiveness, quality project management and responsiveness to the requirements identified by information system users in the development, testing, integration, implementation, evaluation, operation, and maintenance of information technology systems to accomplish the IHSC mission.

  10. Design and develop strategic plans to ensure a sound integrated IT architecture and promotes effective system design and operations of all IT systems. This includes modernization efforts that leverage ICE enterprise platforms and emerging technologies.

  11. Directly advises the Assistant Director and Deputy Assistant Director for Administration and Management on the design, development, and implementation of IT systems for IHSC to improve productivity and security in accomplishing IHCS's mission.

  12. Responsible for efficient information sharing among internal staff and external IHSC customers. Advises on the IT systems needed to develop requisite IT architecture to promote the exchange and accessibility of information.

  13. Provides leadership and oversight of all enhancements and upgrades to existing IT services. Assesses the need for system, hardware, software, and service augmentations and upgrades; determines funding requirements; prepares business cases and cost estimates; sets priorities; and develops implementation plans and schedules.

  14. Integrates IT activities with the Agency's acquisition and budget processes. Conducts market research on emerging IT solutions and identifies opportunities to apply new IT solutions to improve the efficiency of IHSC programs.

  15. Promotes and stimulates thought on the innovative uses of technology and the exploration of new and promising technologies and methodologies to provide improved delivery of products and services and to foster solutions that enhance organizational and enterprise performance.

  16. Serves as a resource for IHSC senior managers on initiating IT investments, including the need to implement a system of independently verifiable measures for cost, timeliness, quality, and system capability in meeting specified programmatic requirements.

  17. Performs cost-benefit analysis for all proposed IT procurements and is instrumental in decision-making to support funding for new initiatives.

  18. Other duties as assigned.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Master's degree or higher in Healthcare Administration, Information Technology, Health Care Informatics, or related field required. Relevant experience may substitute for this specific discipline requirement.

  2. Minimum 5 years' of relevant experience that demonstrates a high level of administrative and leadership competencies.

  3. High degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues.

  4. Knowledge/experience with contracts. COR Level III preferred.

  5. Knowledge/experience with project or program management. FAC-P/PM or PMP preferred.

  6. Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information.

  7. Knowledge of program policies and guidelines, and operating procedures relating to information systems.

  8. Ability to collaborate with stakeholders outside of the unit.

  9. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements.

  10. Ability to work in a fast-paced environment. High degree of initiative, and follow-through on a wide range of sensitive, complex, and program issues.

  11. Ability to understand regulations and standards as it pertains to ICE National Detention Standards, i.e. Family Residential Standards (FRS), Performance-based National Detention Standards (PBNDS); National Commission of Correctional Healthcare (NCCHC), and American Correctional Association (ACA) preferred, but not required.

  12. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.

Additional information

The Chief of the Health Information and Technology Unit (HITU) will serve as the focal point for IHSC information management and technology services and support. This encompasses such areas as business intelligence, enterprise architecture, infrastructure, software application development and integration, records management, and capital planning and investment. The incumbent will provide leadership and direct supervision to six program areas: Data Analytics Office (DAO), Health Application Services Office (HASO), Records Management Office (RMO), Portfolio Management Office (PMO), Asset Management Office (AMO), and Solutions Development Office (SDO). This is a supervisory position.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 18 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

SUPERVISORY CONTROLS:
The incumbent reports to the Deputy Assistant Director for Administration. Assignments are usually of a long-term, recurring or broadly defined nature. In alignment with the priorities of the unit, the Officer plans and organizes own work, determines the sequence of assignments, selects and develops methods, and seeks assistance from experts only rarely.
