Summary

This position is in the Office of the Chief Information Officer, Office of the Managing Director, Federal Communications Commission. The OCIO, led by the CIO, is responsible for the overall management of the FCC’s IT systems, including information management, development, operations, and maintenance across all FCC locations; evaluating emerging technologies; ensuring compliance with IT/security protocols; and implementing solutions to meet evolving mission, policy, and legal requirements.

Duties

The FCC Chief Information Officer is a critical leadership position at the FCC whose work and support directly impacts day-to-day activities of all staff, as well as the overall mission of the FCC.  The CIO provides executive leadership in fulfilling the FCC’s IT Vision of delivering modern infrastructure, information, and communications technologies to support and empower innovation of diverse missions of the FCC’s Bureaus and Offices.  The job duties of the Chief Information Officer include:

  • Being responsible for the overall strategic planning and direction of the FCC’s Information Technology and telecommunications systems
  • Serving as the Senior Information Technology Program Advisor to the Managing Director, Chairman, Commissioners, and Commission on issues involving strategic and tactical information systems planning, execution, and policy
  • Providing executive oversight and direct line supervision over the work and staff of the FCC’s information technology organization
  • Managing the FCC’s information technology program, including (a) developing, implementing, and overseeing integrated policies, programs, standards, and objectives for wide and local area networks; custom software or application development; office automation systems; and/or IT facilities; (b) ensuring compliance with all applicable IT Federal laws and mandates; (c) training; and (d) planning, acquisition, and oversight of IT products and services.
  • Overseeing and managing the FCC’s federal enterprise architecture, including systems development, maintenance, reuse, and reengineering, and ensuring all FCC mission information systems and software products are engineered to satisfy requirements, within determined cost, schedule, security, and data, as well as fostering thought on the innovative uses of technology and exploring new and promising technologies and methodologies for improved delivery of products, services, and solutions that enhance organizational and enterprise performance
  • Overseeing and partnering with the Chief Information Security Officer, Privacy Officer, and senior agency data professionals to safeguard FCC information security systems and highly classified data through the (a) development and implementation of effective Cybersecurity requirements and policies; (b) assessment of systems, capabilities, vulnerabilities, legal requirements, and mitigation solutions; and (c) security training and awareness.
  • Providing executive-level direction in planning, developing, evaluating, monitoring, and coordinating operational improvement plans, including modernization initiatives, with internal and external stakeholders to modernize IT architecture and integrate automation across enterprise functions to enhance agility, reduce operational overhead, and better support mission delivery and achieve operational objectives
  • Overseeing and participating in procurement activities and budget formulation and execution for information technology programs sourcing, approaches, and investments.

This position has been designated as a Testing Designated Position in accordance with the Commission's Drug-Free Workplace Plan. If selected for the position, you will be subject to drug testing prior to employment and periodic random testing after entering on duty.

In addition to meeting the minimum qualifications, you must also demonstrate the following Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs):

Applicants seeking initial career appointment to the Senior Executive Service (SES) must clearly demonstrate the ability to meet the ECQs within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).  Current or former SES members must submit an SF-50 and/or QRB Certification of ECQs to show current or former service in the SES.  OPM's Guide to the Senior Executive Services Qualifications provides detailed information on the ECQs.

ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding:  This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people.

ECQ 2 - Driving Efficiency:  This core qualification involves the demonstrated ability to strategically and efficiently manage resources budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3 - Merit and Competence:  This core qualification  involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People:  This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.  This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 

ECQ 5 -  Achieving Results:  This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

MANDATORY TECHNICAL COMPETENCIES: All candidates must clearly demonstrate the ability to meet the Mandatory Technical Qualifications within their two (2) page resume (any experience exceeding 2 pages will not be reviewed).

MTQ1 - Demonstrated expertise and comprehensive knowledge of multiple technologies and platforms in order to plan, direct, and execute major information technology programs; develop and implement information technology systems methodology for integration with strategic planning and ongoing evaluation of agency systems and data requirements.

MTQ2- Demonstrated experience in successfully managing an organization’s risk and vulnerabilities assessments of deployed or planned information systems, including identifying vulnerabilities, security risks, and protections needed to secure and maintain the integrity of cybersecurity operations, IT systems, and compliance programs.

MTQ3 - Demonstrated leadership and experience in successfully managing agency and/or corporate level IT and information management functions in areas such as IT policy and governance, IT architecture, cybersecurity, IT planning and investment control; network service; data management, systems administration; program management; Software Development Life Cycle processes; Agile thinking methodologies; acquisitions planning; and customer support.

MTQ4 – Demonstrated ability to develop strategic plans, policies, standards, and programs in conformance with statutory, executive, and/or other regulatory requirements to improve the management and utilization of information and IT resources; promote IT system solutions; and lead organizational changes that take best advantage of state-of-the-art advances in information technology.

MTQ5 – Senior-level expertise in providing innovative leadership and strategic vision in developing, directing, and implementing enterprise-scare IT services, infrastructure, cybersecurity, and/or support organizations; providing a high level of security and availability; and serving clients and/or customers spanning multiple organizations, business units, and locations.
