Summary

The incumbent serves as a Chief Information Officer-IT, responsible for leading and managing the Commission's information technology IT and cybersecurity programs. This includes strategic planning, governance, resource management, and compliance with federal laws and regulations.

Duties

The primary purpose of this position is to direct and manages the planning, development, acquisition, integration, and implementation of automation initiatives which cross functional and technical lines.

Duties performed:

1. Serving as the senior advisor on all IT and cybersecurity matters, including cloud computing, enterprise architecture, emerging technologies, and digital accessibility, ensuring compliance with federal mandates such as FISMA (The Federal Information Security Modernization Act) , NIST (National Institute of Standards and Technology) standards, OMB (Office of Management and Budget) Circular A-123, and Section 508 accessibility requirements.

2. Developing, implementing, and overseeing IT policies, objectives, and performance measures; lead agency-wide compliance efforts through policy development, audits, and remediation of digital platforms and documents.

3. Directing the Commission's Cybersecurity Program under FISMA and the Risk Management Framework (RMF), including vulnerability assessments, incident response, POA&M tracking, continuous monitoring, zero-trust architecture implementation, and compliance with FITARA (The Federal Information Technology Acquisition Reform Act) and privacy requirements.

4. Leading IT strategic planning, capital planning, and budget formulation, including OMB submissions, cost-benefit analyses, and prioritization of modernization initiatives such as cloud migration, automation, and AI integration, ensuring alignment with agency performance goals and continuity of operations (COOP).

5. Managing IT workforce development, including establishing performance standards, conducting evaluations, implementing succession planning, and overseeing federal and contractor staff to build a diverse, inclusive, and high-performing IT team.

Qualifications

Applicants must demonstrate that they meet the 4 IT Competencies AND Specialized Experience requirements as noted below.

Four (4) IT Competencies:

  1. Attention to Detail - Reviewing IT policies, contracts, and/or system configurations to ensure accuracy, completeness, and compliance with federal cybersecurity and accessibility standards;
  2. Customer Service - Providing timely technical guidance to staff members and stakeholders, to ensure IT solutions meet operational needs;
  3. Oral Communication - Presenting technical cybersecurity risks and updates in a clear and concise manner to senior leadership and interagency partners;
  4. Problem Solving - Identifying the root causes of cybersecurity challenges to develop solutions that address operational and security requirements.
AND

Specialized Experience:
GS-15: : Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  1. Developing IT policies and procedures that ensure compliance with federal requirements, including cybersecurity and accessibility mandates;
  2. Overseeing IT budgets and strategic initiatives to align technology resources with technical goals;
  3. Coordinating cybersecurity programs such as risk assessments, incident response and/or continuous monitoring activities to ensure organizational success;
  4. Communicating technical information clearly to non-technical stakeholders across various organizational levels and external partners; and
  5. Managing the work of subordinate staff to meet organizational goals.
