Conditions of employment
- U.S. Citizenship is required.
- All qualification requirements must be met by 12/10/2025.
- Probationary Period. One-year probation for initial SES appointment.
- Males born after 12-31-1959 must be registered or exempt from Selective Service (see https://www.sss.gov/RegVer/wfRegistration.aspx
- File a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on.
- Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or equivalent.
To meet the minimum qualification requirements for this position, you must show in your 2-page resume that you possess the five Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. Your resume should include examples of experience, education, and accomplishments applicable to the qualifications. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs you may not receive consideration for the position.
There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).
Executive Core Qualifications (ECQ): All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof as specified in the Required Documents section
- ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold Constitution and the rule of law, and commitment to serve the American people. - ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. (Competencies: Fiscal Responsibility, Managing Resources, Leveraging Technology)
- ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. (Competencies: Technical Skill, Problem Solving, Agility and Resilience)
- ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement)
- ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. (Competencies: Operational Mindset, Innovation, Strategic Thinking)
Mandatory Technical Qualifications (MTQ):
- Experience in institutional investing and index management.
- Experience in asset allocation and target date fund strategies.
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- You will be evaluated on the quality and extent of your total accomplishments and experience. Your application will be rated and ranked by an Executive Resources Board (ERB) Panel using only the information submitted within your two (2) page resume.
- The "Top" group of candidates will undergo the Structured Interview process. Based on the ERB Panel's evaluation, applicants who are determined "Best Qualified" will be referred to the selecting official for further consideration.
- Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
- SES Noncompetitive applicants: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the mandatory technical qualifications and have been previously certified by OPM's Qualifications Review Board will be considered on a non-competitive basis as long as all required documents are submitted.

3. SF-50. Current & former federal employees must submit an SF-50 which shows current or most recent grade.
4. SES Noncompetitive Applicant Required Documents-
- Current career SES members and former career SES members with reinstatement eligibility must include a copy of the specific SF-50 documenting your SES career appointment without time limitation.
- Former career SES members with reinstatement eligibility must also submit a federal agency document which confirms your successful completion of a SES probationary period. (Note: a second SF-50 dated more than a year after SES career conversion or appointment, which documents continued unlimited assignment to the same SES position, will suffice to document completion of the SES probationary period).
- SES CDP graduates must include a copy of your OPM CDP graduation certificateor other proof that your ECQs have been QRB certified.
- SES noncompetitive applicants who fail to submit the required documents noted in the above bullets will not be eligible for consideration on a noncompetitive basis. Instead, they will be evaluated as a competitive applicant as noted in the "How You Will Be Evaluated" section above. Competitive applicants who do not demonstrate in their resume sufficient possession of the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) will be determined ineligible for further consideration.
