Duties

As a Chief Labor Relations Officer, ES, 0201, 00, your typical work assignments may include the following:

  • Oversees and monitors the administration of LMR programs and ensures appropriate training and resources are available for management. In consultation with the CAO, hears and resolves informal complaints from employees, interviews candidates for positions, recommends appointments, and evaluates performance.
  • Directs a staff composed of Human Resources Specialists focused on providing agency-wide LMR support and guidance.
  • Serves as the primary authority to the agency on key labor management relations (LMR) issues affecting GAO initiatives, policies, programs, and activities. Directs the development and management of LMR-related policy that influence overall GAO operations.
  • Serves as the primary advisor to the CAO and Executive Committee (EC) on the planning, evaluation, and implementation of initiatives and changes to GAO programs related to issues arising under the Federal Service Labor-Management Relations Statute or labor and employment issues that impact working or general conditions of employment at GAO.
  • Facilitates training and collaboration on issues concerning labor organizations, senior managers and development of LMR policy and rules, regulations, and binding directives affecting conditions of employment.
  • Establishes goals for strategic planning of labor management relations programs at the agency, operational, and tactical levels. Provides expertise in integrating labor relation strategies to support mission accomplishment.

Qualifications

Minimum Qualifications:The Senior Executive Service (SES) appointments require one year (52 weeks) of specialized experience at the next lower band/grade at the GS-14/GS-15 level, Bands III, IV, Senior Executive Service, Senior Level, or (equivalent) in the Federal Service, or comparable private/public sector.

Technical Qualifications: Technical qualifications (TQ's) are experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. The required technical qualifications are the following:

TQ-1 Develops labor relations negotiation strategy based on an understanding of legal, mission, policy, and procedures.

TQ-2 Leads and/or guides negotiations with labor organizations and ensures coordination among offices and employees involved in these activities.

TQ-3 Ensures labor relations negotiation strategies reflect management interests, legal requirements and mission needs. Ensures negotiated topics are coordinated among offices involved in these activities, prior to finalizing agreements.

TQ-4 Ensures effective management of human resources and office operations including workload, staffing, performance, training and development, and/or adverse actions.

Executive core qualifications (ECQs)

The servicing Human Resources Specialist will forward all minimally qualified applicants to be evaluated by a Rating and Ranking Panel of senior managers to determine the degree to which they possess the executive core and professional/technical qualifications, and best qualified candidates may undergo an interview and a reference check. The Panel will make recommendations on best/highly qualified candidates to the appointing authority. Applicants will be evaluated on the quality and extent of their total accomplishments, experience, the ECQs, and the TQs.
