Duties

The United States Space Force (USSF) at the Peterson Space Force Base is searching for a Chief, Manpower, Organization & Resources, SpOC/S1 (NH-0343-04, GS-14/15 Equivalent).

Description:
Leads a team of 11 career civilians across two branches providing manpower, organization and resourcing advice and advocacy for Space Operations Command. Responsible for Planning and programming for manpower requirements and organizational actions in a growing and dynamic environment. Leads programs and studies that often lead to realignments of major functions and responsibilities and affect significant changes in program direction. Recommends appropriate actions or interpretation of issues that impact organization.

Ideal Candidate:
Supervisory experience at installation, MAJCOM/FLDCOM branch level
Expert knowledge across manpower and organization portfolio (POM, Organization actions, resourcing, requirements, manpower studies/assessments)
Advanced communication skills to effectively present information, both orally and in writing. Ability to gain cooperation and support using tact, courtesy, persuasion, and diplomacy
Ability to plan, organize, direct, and lead the functions as staff of a division or study team to originate new ideas, projects and methodologies
Ability to effectively lead and operate in a dynamic and fluid organizational setting


Key Skills and Abilities:
1. Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations.
3. Knowledge of manpower resource management principles and techniques as they relate to base realignment and/or closure, contracting out, and in sourcing studies.
4. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
5. Ability to analyze, plan, and adjust work operations of subordinate organizational segmentsto meet program requirements and objectives within available resources.
6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
7. Ability to executive complex projects and/or studies within established time constraints.
8. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field level representatives.
9. Ability to advise senior leaders and field-level representatives.

Requirements

Conditions of Employment

  • Must be a U.S. citizen.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee must be able to obtain and maintain a Top-Secret clearance.
  • PCS funding is not available.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position is eligible for telework 2-4 days a pay period.
  • Space, logistics, cyber, and/or intelligence operations experience is highly desirable.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment
  • Position will close in 5 business days or 75 applications.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
