Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialize Experience: Applicants must have at least one full year (52 weeks) (preferably three years) of specialized experience equivalent to the GS-15/JSP-15/CL 31/PB-2F level which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience leading and managing a large and diverse information technology organization or office. This experience must be evidenced by effective management of people and resources, sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials.
Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

- Describe your progressive, executive-level experience in information technology and enterprise architecture issues, processes, policies, standards, techniques, models, artifacts and methodologies and the ability to apply these, as required, to formulate and advance the definition and documentation of an agency-wide enterprise architecture.
- Describe your experience developing a vision and strategy for a large information technology organization and aligning budget and implementation plans to that strategy.
- Describe your experience developing and implementing strategic thinking processes in an evolving information technology infrastructure environment. This includes providing advice and input to decision-makers, identifying and implementing information technology best practices, and developing, building, and or maintaining a state-of-the-art information technology system.
- Describe your executive-level interpersonal skills in communicating, negotiating, and persuading others to build consensus and facilitate "win-win" situations. This includes experience in innovation, re-engineering, collaboration, and building coalitions to respond to customer needs and management issues and the demonstrated ability to present complex technical issues in clear, concise terms.
Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management.
- Building Coalitions / Communication: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.
