Summary

Serves as the principal advisor to the Administrator, the Principal Deputy Administrator, the Associate Deputy Administrator, and other DEA officials in providing guidance and coordinating policy and programs of the Drug Enforcement Administration's components on all Congressional and public affairs issues. Formulates and articulates overall plans consolidating sensitive public and Congressional affairs issues on drug law enforcement and Administration matters.

Duties

As the agency authority on Congressional and Public Affairs, the specific duties of the incumbent involve working closely with and assisting the Administrator in carrying out the following major responsibilities:

Plans, develops, and implements programs and activities aimed at: (1) developing an awareness by the public, the Administration, and the Congress as to the objectives and programs of the DEA in bringing about compliance with Federal laws affecting the handling and usage of narcotics and dangers drugs; (2) developing sensitivity at the international, national, state, and local levels of these objectives and programs; (3) assisting the various elements of mass communication and social media in interpreting the issues and considerations relating to narcotics and dangerous drugs; and (4) establishing and maintaining continuing liaison with Department of Defense, Department of Health and Human Services, Department of State, and other agencies to assure representation of the law enforcement viewpoint and to avoid overlap and duplication of programs.

Formulates and articulates overall plans consolidating sensitive public and Congressional affairs issues on drug law enforcement and Administration matters. These matters may relate to the perception of potential integrity breakdown in foreign and domestic investigative agencies, the need for Federal participation in state and/or local enforcement efforts, the extent of organized crime involvement in illicit drug trafficking, etc.

Stimulates and maintains working relationships with the Congress, its committees, subcommittees, and staff; defines and translates DEA's role; and solicits the interest and cooperation of the Congress in matters affecting the DEA mission. Establishes and expands full-time liaison with Congressional leaders, sets up formal programs and provides research facilities and staff assistance to congressional members.

Provides advice to the Administrator for his/her liaison with the Congress and prepares testimony for his/her use in appearance before Congressional committees and subcommittees; advises other Administration officials in preparation for appearances before Congressional committees and subcommittees; and informs the Administrator and other pertinent DEA officials of Congressional interest in the problems of drug misuse, law enforcement, regulation of the legitimate drug industry, and other activities in which the DEA is involved. Serves as liaison to the Assistant Attorney General for Legislative Affairs on DEA matters.

Qualifications

Qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management, and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. Applicants must meet the qualification requirements by the closing date of this announcement. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position.

EXECUTIVE CORE QUALIFICATIONS: To receive serious consideration, applicants for this position must demonstrate successful performance and creative leadership in prior managerial position(s). Applicants must submit a statement for each of the five ECQs listed below. Statements shall be limited to a maximum of TWO pages per ECQ. One page statements are acceptable.

  5. BUILDING COALITIONS/COMMUNICATION: Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofits and private sector organizations, foreign governments, and/or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS: Applicants must submit a statement for each of the MTQs listed below. Please give a complete and detailed answer for each mandatory qualification. Statements shall be limited to a maximum of ONE page per MTQ.

MTQ 1 - Broad knowledge of communication principles, methods, practices, and techniques sufficient to direct the formulation, implementation and management of external communications policies, strategies, and programs for the purpose of increasing public awareness of, and confidence in, the agency's major initiatives, policies, regulations, and goals.

MTQ 2- Demonstrated experience providing leadership and direction in the strategic communications concepts for the legislative, political, stakeholder, multicultural and mass communications efforts of a large world-wide organization, including the development of strategic communications plans and ensuring planning and executive adherence to current precepts of strategic communications, crisis/disaster communications, risk communications, and integrated communications.

MTQ 3- Demonstrated experience serving as the primary focal point in an organization/agency for the review, coordination, and action on items requiring congressional other governmental agency, tribal, state, and local government, and public interpretation; and in advising agency/organizational senior leadership on all external affairs matters, attitudes, and probable reactions as they affect policies, plans, and programs.
