Summary

About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Nursing, Maternal-Child-Infant Nursing, Agana Heights, Guam.

This is an obligated position. You will sign an agreement acknowledging that you are aware of the obligation and willingness to be displaced under reduction in force procedures upon the return of the former incumbent.

This is a Direct Hire Solicitation

Duties

  • Provides comprehensive nursing care, including focused triage assessments, general head-to toe assessments, assessment of laboratory studies and other signs relevant to the patients diagnosis and treatment.
  • Observes, interprets, and reports changes in patient conditions, medical data, or diagnostic test results, and takes corrective actions or reports to a supervising nurse or health care provider.
  • Documents patient care, observations, treatments, and progress in appropriate charting system.
  • Prepares the patient for vaginal or cesarean delivery and assists the provider with vaginal deliveries.
  • Collaborates with the health care team to formulate a plan of care for routine and high-risk perinatal patients and newborns based on assessment data and the prescribed medical regimen.
  • Provides clinical direction and evaluates the level of care provided by the ward nursing staff.
  • Provides individual and group education for staff, patients, and families.
  • Mentors and orients novice staff to unit policies and practices.
  • Conducts bed management and charge nurse roles and responsibilities as needed.
  • Provides cross level nursing support to units outside of department if directed by leadership.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.

  • You will be required to provide proof of U.S. Citizenship.
  • This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years or made permanent depending upon the needs of management.
  • This is an obligated position. You will sign an agreement acknowledging that you are aware of the obligation and willingness to be displaced under reduction in force procedures upon the return of the former incumbent.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • Must possess and maintain current licensure as a professional nurse in a state, territory, or the District of Columbia.
  • Must obtain within 30 days of employment and maintain certification in Basic Life Support (BLS).
  • This position requires Advanced Cardiac Life Support (ACLS) and Pediatric Advanced Life Support(PALS) or must be able to pass certification within 6 months of employment.
  • Must be able to obtain and maintain further training (e.g. Neonatal Resuscitation Program, S.T.A.B.L.E., Advanced Life Support Obstetrics, etc.) depending on clinical area assigned.
  • Eligible to be credentialed through Medical Staff Services Professional (MSSP).
  • This position is covered by the Civilian Drug Abuse Testing Program.
  • This position requires a pre-employment physical exam.
  • This position requires lifting up to 44lbs.
  • Health care providers involved in direct patient care must be Immunized or tested in accordance with current policies. Must obtain a Hepatitis B immunization unless medically contraindicated or exempted by documented religious preference.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • May be required to work weekends, rotating shifts, holidays, watch duties and extended work hours based on patient workload or unplanned emergencies. May require additional on-call hours to provide coverage on evenings or special situations.
  • Position may be designated as essential during inclement weather conditions or other emergency conditions.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes providing comprehensive nursing care to mother and newborn patients, recording data into an automated charting system, and providing education to hospital staff or patients.

OR

Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.

EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet one of the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.

Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program.

OR

3 full years of progressively higher level graduate education from a professional nursing program.
