Summary

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC). The Chief, Clinical Services Support Unit reports directly to the Deputy Assistant Director (DAD) Clinical Services. This is a supervisory position.

USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Duties

DUTIES AND RESPONSIBILITIES:

  1. Serve as the clinical and technical subject matter expert, representative for CSD programmatic initiatives.
  2. Oversee and manage the agency's assigned programs, Infectious Disease, MAST, Academic Affiliation, Medical Case Management, and Telehealth.
  3. Serves as the CSD's resource and official liaison for provision of expert and authoritative advice, interpretations, and consultations of policy, guidelines and requirements procedures, operations memoranda, and other official guidance documents in alignment with accreditation and regulatory standards.
  4. Assist with the development, revision, and updating of medical clinical practice guidelines, protocols and required CSD governing documents.
  5. Establish and maintain work contacts to collaborate, supply advice, explain, interpret and seek support for methods, policies and programs within the CSD mission requirements.
  6. Collaborate with the Healthcare Compliance Consultant related to final reviews of DHS Office for Civil Rights and Civil Liberties (CRCL) responses for medically related issues, detainee disability accommodation concerns, and noncitizen stay of deportation requests when required.
  7. Participate in committees, workgroups and meetings as required of the CSD components, internal and external stakeholders, local health boards, federal agencies, professional societies or academic and private health groups.
  8. Effectively communicate, analyze health and related data, prepare reports of findings, and conducts special studies. Determines disposition of problem issues within purview and makes recommendations on allocation of resources to achieve objectives of the organization.
  9. Prepare guidance and educational materials and perform presentations and trainings for various audiences and stakeholders.
  10. Support the DAD of Clinical Services in developing future programmatic strategic initiatives for CSD components.
  11. Participate and develop quality assurance programs.
  12. Respond to taskings and requests for information as directed.
  13. Work independently, as well as collaboratively as a part of an interdisciplinary team.
  14. Act as DAD of Clinical Services in their absence.
  15. Occasional travel as directed for the needs of the agency.
  16. Performs other duties as assigned to support the agency's mission.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Physician

  1. Degree of Doctor of Medicine or an equivalent professional degree in medicine or osteopathic medicine, conferred by a medical school recognized by the American Medical Association (AMA) or American Osteopathic Association (AOA).
  2. Unrestricted medical licensure in any State, the District of Columbia or territory of the United States.
  3. Current board certification/eligibility in family medicine, internal medicine, or related primary care specialty.
  4. Minimum of five years clinical experience. Correctional/detention health care experience preferred.

Advanced Practice Providers
  1. Physician Assistant- Requires unrestricted Physician Assistant state license, national board certification through the National Commission on Certification of Physician Assistants (NCCPA).
  2. Nurse Practitioner- Requires unrestricted Family Nurse Practitioner state license, national board certification through the American Academy of Nurse Practitioners (APRN) or the American Nurse Credentialing Center (ANCC).
  3. Must be licensed by a State, the District of Columbia, the Commonwealth of Puerto Rico, or territory of the United States.
  4. Minimum of five years clinical experience.

For both disciplines:
  1. Minimum of 5-years supervisory experience.
  2. Must have experience in a leadership role at the National level.
  3. Knowledge of correctional health care standards (NCCHC, ACA, ICE National Detention Standards, PBNDS and Family Residential Standards).
  4. Certification as Correctional Healthcare Professional (CCHP) preferred.
  5. Continuing education requirements must be met as required for licensing and board certification maintenance.
  6. Maintains clinical professional skills via continuing education opportunities.
  7. Maintains current CPR/Basic Life Support Certification.
  8. Experience in management of institutional and medical emergencies to include policy and procedure development and implementation.
  9. Must have established track record of ability to foster positive working relationships with management and leadership across all disciplines at the supervisory level.
  10. Extensive executive engagement in building and maintaining positive relationships with federal, state, local, and private stakeholders in a way that best represents the agency.
  11. Demonstrated knowledge of and executive level leadership in developing and operating healthcare systems, executing U.S Public Health Service Commission Corps policies, procedures and regulations related to personnel.
  12. Ability to review statutory, regulatory and sub-regulatory materials, and to provide a clear explanation and definitive direction to facilities, departments and employees.

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC). The Chief, Clinical Services Support Unit reports directly to the Deputy Assistant Director (DAD) Clinical Services. This is a supervisory position.

The United States Public Health Service (USPHS) Commissioned Corps Officers, civil service staff and contractors comprise the healthcare professional staff working together to provide quality healthcare services. The IHSC serves as the health authority for ICE. IHSC has a multi-sector, multidisciplinary workforce of more than 1,700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 19 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

The Clinical Services Support Unit (CSSU) oversees the IHSC Infectious Disease Program Lead, the Medical Asset Support Team (MAST) program manager, the Academic Affiliation program manager, the Medical Case Management Program Manager, the Telehealth program manager and analyst, and Clinical Service Division (CSD) initiatives. The incumbent works collaboratively with agency staff as well as local, regional and national stakeholders, provide clinical and operational leadership as a management official for IHSC Headquarters. The CSSU's national programs affect all IHSC staff.

SUPERVISORY CONTROLS:
The incumbent reports to the Deputy Assistant Director of Clinical Services.
