Summary

This position is assigned to the Club Division; Morale, Welfare and Recreation (MWR) Department; Commander, Fleet Activities; Commander, Navy Region Japan; Yokosuka, Japan. The incumbent is responsible for the management of Chief Petty Officers' Club and provides technical guidance and supervision to personnel involved in performing routine segments of the assigned work.

Duties

Supervisory duties comprise 25% of incumbent's time and include but are not limited to:

  • Plans, schedules, coordinates and directs work of subordinate club personnel:
  • Directs work to be accomplished by staff.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
  • Conducts annual performance reviews of NAF staff.
  • Participates in section staffing decisions.
  • Ensures staff receives proper training to fulfill requirements of their positions.
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Administration and Management (includes but not limited to) 75%:
  • Plans, directs and manages a well-rounded club program which includes dining, social and recreation events.
  • Interprets club policy and determines methods and practices required to complete; and maintain social and recreational programs and activities.
  • Uses initiative, judgment and originality in food and beverage planning, merchandising and control.
  • Applies existing guidelines and develops own supplements and procedures for use by the staff to evaluate patron needs and interests.
  • Takes corrective action as required to ensure accuracy of data and effectiveness of the system.
  • Promotes effectiveness and efficiency within the club using strong organizational and budgetary guidelines. Develops strong internal controls to provide reasonable assurance of accomplishing management goals and objectives. Meets suspense dates on budget, information requests, etc.
  • Ensures training programs are established that will inform employees of the benefits of their employment and teaches them to be thoroughly knowledgeable of their particular duties.
  • Works closely with other activities, staff offices, advisory committees, supervisor, commanding officer, manufacturers, vendors, professional counterparts, etc., to ensure the club is responsive.
  • Ensures all levels of supervision are informed of club policies, special events, problems or other pertinent information.
  • Complies with all safety and sanitation regulations and ensures the facility and equipment are maintained in good working condition and that all deficiencies are identified and corrected.
  • Applies financial and accounting knowledge of both appropriated funds (APF) and non-appropriated funds (NAF) and procedures for a sound fiscal policy that meets program objectives and goals.
  • Ensures proper military protocol and decorum are practiced. Conducts activities and programs with normal military protocol, courtesies and social activities. Circulates among patrons as necessary to assure satisfactory services. Promotes and publicizes in every authorized media available to ensure a well-informed, participating audience.
  • Represents the installation at various conferences, civil hearings or negotiations with federal, state or municipal organizations concerning current or future club programs, practices and trends.
  • Functions as a key element of the MWR management team, ensuring club support of various MWR special events and programs, as well as staff, supply and logistical support for areas of food, beverage and entertainment for all MWR divisions as special circumstances warrant.
  • Drives a government vehicle to offsite catering or off base MWR events when required.
  • Ensures the staff members monitor the functioning of the slot machines and informs Army gaming staff member of any malfunctions or machine breakdowns.

Requirements

Conditions of Employment

  • Incumbent must be able to work varied work schedules to include holidays, weekends, and evenings.
  • Must have or be able to obtain and maintain a valid driver’s license.
  • Must have or be able to obtain and maintain a valid Health Card.
  • Work is generally performed in a normal office setting but daily exposure to dusty or dirty conditions, hot kitchens or cooking equipment is encountered.
  • Position may require extended periods of standing especially for outdoor events.
  • This will require physical demands such as lifting, setting up of rooms or off site catering and require a large amount of walking.

Qualifications

  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Outlook, PowerPoint).
  • Knowledge of Food Trak and MICROS Point of Sales System is preferred.
  • Knowledge of Department of Defense (DoD) and Navy club policies, regulations, administrative practices and procedures related to management, planning, budgeting, scheduling and coordinating club social and recreational programs.
  • Knowledge of and skill in the efficient operation and use of assigned facilities and equipment.
  • Knowledge of industry and Navy Food Sanitation Standards.
  • Knowledge of the Recreation and Mess Central Accounting System (RAMCAS).
  • Knowledge of the slot machines and their operations and related instructions.
  • Knowledge and skill in the application of a broad range of club management principles, concepts and methodology to a variety of activities and services of a medium size club where the programs and services offered are limited.
  • Ability to conduct an assessment of the size and mix of the combined club patron community, cost targets, club adequacy standards, and required changes or exceptions to club operational policies.
  • Ability to develop and effectively deliver presentations and/or training.
  • Knowledge of CNIC's EEO policy and procedures.
  • Ability to perform the full-range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.

This position does not have an education requirement.

  • Some positions have special requirements. Selection may be tentative pending the completion of the satisfactory employment reference checks and receipt of proof of education (where applicable). Selectee may be required to complete a one (1) year probationary period. Participation in the Direct Deposit/Electronic Fund Transfer is required. Salary is commensurate with experience and/or education.

  • Years of experience managing a food and beverage operation, knowledge of policies, regulations, administrative practices and procedures.
