Qualifications
This is a career ladder progression position; the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor or a senior level employee provides specific instruction and guidance.
For the GS-09 level:
Specialized experience includes at least four of the following:
· Reviewing, analyzing and interpreting laws to assure compliance with
regulations;
· Conducting simple investigations of the violation of laws;
· Conducting audits/reviews of financial records to identify discrepancies (e.g., labor union, banking records);
· Examining, researching and gathering information for preparation of portions of investigative reports;
· Providing advice and guidance to the public on regulatory requirements; and/or
· Drafting and/or preparing reports.
OR
Education: Two full academic years of graduate level education or master's or equivalent graduate degree in a field of study such as mining engineering, civil engineering, mechanical engineering, electrical engineering, industrial engineering, environmental engineering, industrial hygiene, occupational health and safety, geology, chemistry, or other fields of study related to mine safety and health work.
OR
Combination of Experience and Education: Equivalent combinations of education and experience listed above; the total percentage must equal at least 100%.
For the GS-11:
Specialized experience includes at least four of the following:
· Independently reviewing, analyzing, and applying laws, regulations, and policies to determine compliance and resolve complex regulatory issues;
· Planning and conducting investigations involving alleged violations of laws or regulations, including developing facts, analyzing evidence, and recommending appropriate actions;
· Conducting audits, examinations, or detailed reviews of financial records and related documents to identify discrepancies, develop findings, and support conclusions;
· Interviewing complainants, witnesses, and other parties to obtain, clarify, and verify relevant facts and evidence;
· Preparing investigative reports, case summaries, correspondence, and other written products that present findings, conclusions, and recommendations;
· Providing technical advice and guidance to stakeholders, management, or the public on regulatory requirements, compliance matters, and case-related issues; and/or
· Evaluating evidence, identifying patterns or trends, and making recommendations for corrective action or further inquiry.
OR
Ph.D. or equivalent doctoral degree;
OR
3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related.
For the GS-12:
Specialized experience includes at least five of the following:
· Independently reviewing, analyzing, and applying laws, regulations, and policies to determine compliance and resolve complex regulatory issues;
· Planning and conducting investigations involving alleged violations of laws or regulations, including developing facts, analyzing evidence, and recommending appropriate actions;

Education
