Job Description (Please follow all instructions carefully)

Summary

These positions are located in Redwood National and State Parks, in the Division of Resource Management and Science.

Duties

This position will support landscape scale restoration efforts through control of construction contracts to restore, rehabilitate and or stabilize watersheds through road decommissioning. Some of the duties you will perform include but are not limited to the following:

1. Develops project agreements, estimates for project management services, and other documents related to project setup with minimal assistance.

2. Serves as a certified Contracting Officer Representative in accordance with applicable training requirements of Federal Acquisition Regulations on design and construction projects as assigned.

3. Assist in developing independent Government Cost Estimates, Statements of Work and/or Scopes of Services, and other documents required for the procurement of design and construction contracts.

4. Tracks project budget, monitors project sites for safety, conducts inspections on completed work and coordinates project closeout activities on projects of minimal to moderate complexity.

5. Facilitates meetings, monitor and document project progress through photos, daily/weekly logs and other documentation. Coordinates with project stakeholders to address unforeseen conditions.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of nine years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-10/03/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performing work directly related to the management and control of design and construction contracts to restore, rehabilitate and or stabilize watersheds through road decommissioning, as well as the ability to interpret plans and specifications, inspect materials and workmanship, and insure adherence to safety guidelines. Assist with the preparation of scopes construction estimates for the procurement of construction and design contracts. Coordinate and provide on-site inspections of construction projects. You must include hours per week worked.

EDUCATION: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree, or equivalent graduate degree, from an accredited educational institution that is directly related to the work of this position, such as engineering, construction, industrial technology; or another field directly related to this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education.

Successful completion of a combination of education and experience as described above that, when converted to percentages, equals 100% of the total requirement. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of directly related, completed graduate education beyond the first year by 18 (or 27 for quarter hours). NOTE: You must submit a copy of your transcripts as proof of any claimed education.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: The work requires physical exertion. For example, long period of standing, walking over rough, slippery, uneven or rock surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (such as testing, sampling, or measurement equipment). Work requires regular visits to construction, industrial, riverine, or other outdoor sites.

Working Conditions: The work environment involves regular and recurring exposure to moderate risks and discomforts which require staying alert and taking special safety precautions, such as wearing special protective items of clothing, gear, or equipment (e.g., hard hat, steel toe shoes, eye and ear protection, respirator, etc.). Construction sites are typically outside and may include remote locations. The incumbent may be exposed to dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration; electrical hazards; moving parts and machinery. The incumbent may be required to enter areas requiring the use of proper safety procedures, protective equipment, and clothing. Special hazards may include working around sites using explosives and heavy equipment in excavation. Outdoor conditions involve moderate exposure to wind, rain, cold and hot weather, rivers, and flash flood areas.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
