Job Description (Please follow all instructions carefully)

Summary

This position is located in the Consumer Financial Protection Bureau, Operations Division, Procurement Office. The incumbent performs actions associated with developing and awarding the full range of contracts, including multi-million dollar contracts for goods and services; and supports Office program initiatives.

Duties

The following are the duties of this position at the CN-53, broadly equivalent to the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Plan complex solicitations for all types of supplies and services, including IT resources, using negotiated procurements, sealed bidding, and simplified acquisition procedures. Interpret and implements the Federal Acquisition Regulation and applicable agency directives.
  • Support the Bureau's requirement for continuous procurement improvement, by exercising critical thinking skills and bringing improvement ideas. Support on procurement issues such as streamlining the contracting process, metrication, and outreach efforts to minorities, women, and individuals with disabilities, or other special procurement programs.
  • Serve as negotiator during contract negotiations; coordinate with technical, program, and legal personnel. Awards contracts and performs detailed contract administration functions.
  • Serve as the Contracting Officer for one or more contracts, some major, with limited or unlimited signature authority.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Selective Factor: Candidates must currently possess Federal Acquisition Certification in Contracting (FAC-C) certified at the new single-level FAC-C (Professional), or legacy FAC-C I (For GS-51), FAC-C II (For CN-52),or FAC-C III (For CN-53) equivalent.

Specialized Experience: To qualify at CN-51, applicants must have one year of specialized experience at or equivalent to the next lower grade/band (CN-42/GS-9 or equivalent) in the Federal service. For this position specialized experience is defined as:
  • applying acquisition, contract, and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms, and condition;
  • Evaluating responses to solicitations for price reasonableness and compliance with terms and conditions; and
  • Coordinating contract/financial assistance actions with appropriate program/project managers to ensure contract information and documentation is accurate, complete, and timely.
OR

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

OR

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.A combination of education and experience. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

Specialized Experience: To qualify at CN-52, applicants must have one year of specialized experience at or equivalent to the next lower grade/band (CN-51/GS-11 or equivalent) in the Federal service. For this position specialized is experience is defined as:
  • Applying acquisition, contract, and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms, and conditions to communicate requirements;
  • Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and completion; AND
  • Administering contracts (such as contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, or contract terminations).
Specialized Experience: To qualify at CN-53, applicants must have one year of specialized experience at or equivalent to the next lower grade/band (CN-52/GS-12 or equivalent) in the Federal service. For this position specialized is experience is defined as:
  • Performing the full range of highly complex pre-award and post-award activities on various contract types such as fixed price, fixed price, economic price adjustment, various cost type contracts, requirements contracts; performance-based acquisitions, and multiple award schedules.
  • Performing delivery/task order placement and administration against multiple award contracts and blanket purchase agreements.
  • Defending pre-award and/or post-award protests, contract claims, and contract disputes.
  • Leading or working as part of an integrated acquisition and procurement project teams; AND
  • Analyzing difficult contracting issues to identify alternative courses of action.

CFPB uses an experience-based process to set pay for employees. Experience is evaluated and credited using the employee's résumé. To ensure that all of your prior work experience (e.g., internships, volunteer work, details, part-time, self-employment, secondary jobs, etc.) is considered and accounted for, please ensure that your résumé covers the following:

  • your entire work history with specific start and end dates (MM-DD-YYYY) provided for each listed position
  • hours worked per week for each position
  • degrees and the dates conferred (MM-YYYY)

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience. If you have multiple positions that have overlapping start and/or end dates, only 40 hours of experience will be credited for a given work week. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

IOR Basic Requirements for GS-12 (CN-52 Equivalent) and below:

A. A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

IOR Basic Requirements for GS-13 (CN-53 Equivalent and Above)

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
