Qualifications
THIS IS A DIRECT HIRE ANNOUNCEMENT. The Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. Veterans Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process.
Basic Requirements:
Basic Requirements for GS-13 and Above
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
In addition to the basic requirements above, you must also meet the certifications:
You must meet the certification requirements in A, B, or C below:
A. Either of the following: (1) Completion of Training listed in Level I & II FAC-C Course Requirements; or FAC-C Level II or III, or a DAWIA level II or III certification. (Note: FAC-C Level III (preferred), FAC- C professional preferred.)
If your certification is over 2 years old, 100 hours of Continuous Learning Points are required to maintain certification. (2) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (3) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
B. Exception: If you were in a GS/PG-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted, you must meet either Option 1 or Option 3.
C. Waiver: GPO's senior procurement executive has the discretion to waive any or all of the requirements in paragraph A above.
In addition to the basic requirement and certification listed above, you must also meet the specialized experience listed below:
SPECIALIZED EXPERIENCE: The selectee must have at least 4 years of experience in contracting or related positions and at least 1 year of specialized experience at the next lower level, PG-12, which includes: 1) Awarding(Pre and Post), administering and negotiating complex contracts which include various types such as procurement, pricing, construction service, supply and design, time and materials, cost reimbursements and acquisitions, 2) leading a team of contract specialists as project lead and 3) Production and development of negotiation strategies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
All qualification requirements must be met by the closing date of this announcement 12/04/2025to be considered.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
Schedule A (Disability Appointment): Documentation of eligibility for employment under Schedule A can be obtained from a licensed medical professional (e.g., a physician or other medical professional certified by a state, the District of Columbia, or a U.S. territory to practice medicine); a licensed vocational rehabilitation specialist (i.e., state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. territory that issues or provides disability benefits. The letter must be printed on a "medical professional's" letterhead and signed.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements including failure to report to any of the scheduled appointments and the the candidate is unable to obtain an interim clearance.
