Summary

This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, Aviation Logistics Center (ALC), Chief of Contracting Office (COCO), Elizabeth City, North Carolina.

Duties

This position is responsible for procuring aviation related supplies and services to ensure availability of aircraft parts and services necessary to support mission targets.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Serving as a contract specialist responsible for the full range of pre-award and post-award procedures to plan and conduct the acquisition process from the description of the requirements through final delivery.
  • Conducting pre-solicitation communications and evaluating vendor bids/offers.
  • Negotiating contract terms and conditions including quality/air worthiness, pricing, delivery schedules and vendor incentives for good performance.
  • Reviewing requests and analyzing the requirements, recommending specific revisions to the statement of work or specifications, deciding on the type of contract, milestones and procurement plan.
  • Performing cost/price analysis; evaluating contractor performance; resolving scheduling problems, verifying deliveries, and monitoring inspection and acceptance.

The GS-09 is developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-11 position.

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.
"Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.

Qualifications

Basic Education: All applicants must meet all three requirements listed below; unless you are covered by an exception:

1) A 4-year course of study leading to a bachelor's degree with a major in any field; or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.

AND

2) SPECIALIZED EXPERIENCE:  In addition to the basic education requirement, the following additional specialized experience and/or education is required.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-9 Level: 1-year of federal specialized experience equivalent to at least the GS-7 level. Examples: developing procurement plans; preparing and issuing solicitation documents OR To substitute education for specialized experience, completion of 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D., if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-11 Level: 1-year of federal specialized experience equivalent to at least the GS-9 level. Examples: reviewing official contract files; preparing written requests for proposal; negotiating contract terms and conditions OR To substitute education for specialized experience, completion of 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree, if related OR combination of education and experience. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: For positions at the GS-7 through GS-12 applicants who are qualifying bases on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills and abilities to perform successfully the work of the position, in addition to meeting the basic requirements

AND 

3) Training refers to the May 7, 2014, Memorandum on Revisions to the Federal Acquisition Certification in Contracting (FAC-C) from the Office of Federal Procurement Policy.  Applicants must meet the FAC-C requirements and be certified at Level I or II at the time of application.  Possession of certification must be indicated as part of application submission.  Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
