Duties
The Chief is responsible for nationwide oversight, coordination, and operational management of FSA needs assessments, evidence-based recidivism reduction programs, incentives, training, and reporting.
The position directly supports inmate management, institutional operations, and release readiness by ensuring programs are properly designed, implemented, monitored, and reported in compliance with statutory and Bureau requirements.
Liaison with the U.S. District Courts, U.S. Probation Offices, state agencies and institutions, U.S. Parole Commission, U.S. Marshals Service, Immigration and Customs Enforcement, and various other agencies and divisions of the Department of Justice.
The Chief provides national directives to institution, region, and Central Office staff.
The incumbent is involved in a wide range of First Step Act related activities pertaining to the management of inmates committed to the custody of the Attorney General and under the care of the Federal Prison System.

Qualifications
To be considered for the position, you must meet the following qualification requirements:
Basic Requirement:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.
Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.

Experience:
Some examples of this qualifying experience are:
- Experience serving in a senior leadership capacity overseeing correctional programs, reentry services, or criminal justice reform initiatives, including directing program staff, coordinating with multiple stakeholders across organizational levels, and ensuring compliance with federal regulations and policy requirements.
- Experience managing evidence-based correctional programs related to risk and needs assessments, recidivism reduction, or reentry programming.
- Experience managing geographically dispersed program operations with responsibility for supervising professional staff at multiple locations, including providing technical guidance and oversight to ensure consistent program delivery, conducting program reviews and quality assurance assessments, developing training curricula for program staff, analyzing program data to identify trends and improvement opportunities, and collaborating with senior leadership to address operational challenges.

Additional information
The representative rate for this position is $138,356 per annum ($66.29 per hour).
Special Conditions of Employment Section:
Initial appointment to a supervisory/managerial position requires a one-year probationary period.
The incumbent is subject to geographic relocation to meet the needs of the agency.
Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
