Duties

Acts as legal advisor to the Clerk of the House specializing in legal matters, administration, procedures, policy and planning matters affecting the Office of the Clerk. Provides expert counsel on a variety of highly complex policy and organizational matters, while researching, writing and preparing documents for the office. Responsible for writing congressional testimony, to be submitted before various Committees, while serving as liaison to the Capitol Preservation Commission on behalf of the Clerk of the House. Partners with staff of House and Senate Officers on issues of shared responsibility.

Qualifications

Temperament to communicate with a variety of personalities in a tactful, pleasant and professional manner. Ability to communicate clearly and concisely both orally and in writing. Knowledge of office policies, practices and procedures as well as current laws and requirements relating to the Office of the Clerk. Must have proven legal research, strong organizational, written and oral communication skills. Must have prior Congressional experience and the ability to work effectively under pressure and maintain poise and courtesy in dealing with Members and staff. Must have a law degree and be a member in good standing of the bar of the highest court of any state. Extensive knowledge of constitutional and administrative laws. Minimum of five years of practical legal legislative experience. Must have strong academic credentials, good legal research, writing, and excellent communication skills.  Must have an analytical mind and be detail oriented.  This position is identified as a Test Designated Position and is subject to random drug testing. This position also requires a Security Clearance; therefore, your ability to secure and maintain such a Clearance is a continued condition of employment.
