Summary

The Treasury Office of Inspector General is responsible for overseeing the operation of all Treasury Department Offices and Bureaus (with the exception of the Internal Revenue Service) and for conducting audits, investigations, and evaluations.

The OIG is looking for a talented senior executive to serve as its Counsel to the Inspector General. This is a Senior Executive Service career reserved position responsible for providing executive-level management for OIG's Office of Counsel.

Duties

Major duties and responsibilities include:
1. Serves as a principal legal adviser to the Inspector General, participating fully in the planning, policy, and program development and management of the OIG. Provides expert legal counsel and services needed to carry out the statutory responsibilities by the Inspector General (IG) Act of 1978, as amended.
2. Leads the planning and execution of necessary legal research, and directs the preparation of written memoranda, advisory opinions, and other legal documents, on behalf of the OIG.
3. Oversees the development of interpretations and evaluations, often without legal precedents, to establish legal standards for new programs and activities.
4. Leads the reviews of legal aspects of audits and criminal and administrative investigations performed by the OIG. Ensures that legal and factual elements of cases involving fiscal or program irregularities, criminal fraud, or employee wrongdoing are independently researched. Provides advice on obtaining information by subpoena, including the enforcement of such subpoena in court.
5. Represents the Treasury Inspector General in meetings with high-level Treasury officials, high-level Bureau officials, and Congress regarding legal matters.
6. Formulates budget requirements to accomplish activities of the Counsel office and manages the human, financial and information technology resources provided to the Counsel's office including controlling budget expenditures and other costs.

  • This position requires access to classified information and a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in withdrawal of job offer or termination.
  • Must be eligible to obtain and maintain a Top Secret/SCI security clearance.
  • Must submit to a drug test for illegal drugs or substances prior to your appointment and random drug testing while you occupy the position.
  • Must file a Public Financial Disclosure Report, OGE 278e, within 30 days of appointment and annually in accordance with the Ethics in Government Act of 1978.
  • If you are selected and your executive core qualifications (ECQs) are not certified by an OPM Qualifications Review Board, your ECQs must be certified prior to appointment.
  • Must successfully complete a background investigation.
  • Must complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested.
  • Must have your paycheck sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Must undergo an income tax verification.
  • Must participate in a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Must be U.S. Citizen or U.S. National.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Mandatory Technical Qualifications (MTQ) related to this position within your resume - NOT TO EXCEED 2 PAGES. Mandatory Technical Qualifications: Your resume should demonstrate accomplishments that would satisfy the MTQs.
MTQ 1. Experience leading staff responsible for providing legal advice to senior managers on complex issues related to auditing, and criminal and administrative investigation.
MTQ 2. Experience providing expert legal advice for personnel, equal opportunity employment, privacy, and Freedom of Information Act matters to top-level officials.

Executive Core Qualifications: In addition to the MTQs listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the below five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position.

ECQ 3. Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5. Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a career SES appointee or have been QRB certified through successful participation in an OPM approved SES Candidate Development Program, or have SES reinstatement eligibility, you do not need to reflect demonstrated evidence of the ECQs in your resume.

Education

Basic Education Requirement: You must include evidence of the education requirement in your resume. To qualify for this position, you must meet the following basic education requirement: a Bachelor of Law or Juris Doctor Degree from an accredited law school.
