Job Description (Please follow all instructions carefully)

Summary

This position is located in the Counseling, Advocacy and Prevention (CAP) Program of the Fleet and Family Support Center at Naval Air Facility Atsugi, Japan. The incumbent is responsible for maintaining a program that provides direct counseling services, assessment and psycho-educational programs to active duty, family members, retirees and SOFA­-sponsored civilians.

Duties

The primary purpose of this position is to supervise and oversee all aspects of clinical services to include implementation of the non-medical counseling (NMC) program and the Sailor Assistance and Intercept for Life (SAIL) program at Naval Air Facility Atsugi, Fleet and Family Support Center (FFSC). This position supports the FFSP mission by providing clinical counseling supervision based on sound knowledge of evidence-informed, solution-focused clinical counseling services, suicide risk assessment and safety planning, and clinical case management for sailors with suicide related behavior.

SUPERVISION

  • Provides oversight of the work performed to ensure compliance with contract requirements, program standards and the quality of service delivery.
  • Plans work to be accomplished, set and adjusts short-term priorities, and prepares work completion schedules.
  • Develops and evaluates subordinate employees' performance standards.
  • Gives subordinate employees advice, counsel, or instructions on work and administrative matters.
  • Listens and resolves employee complaints, refers group grievances or more serious, unresolved complaints to higher-level management. Effects minor disciplinary measures and recommends other action in more serious cases.
  • Identifies subordinate employees' developmental and training needs, provides or arranges for needed development and training.
  • Responsible for carrying out Equal Employment Opportunity (EEO) policies and communicating support of these policies to subordinates; assuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline, and awards to employees; cooperating and participating fully in the development of an Affirmative Action Plan and efforts regarding staffing, motivation, and training to develop all employees; and coordinating efforts with EEO officials during the development and execution of policies affecting civilian personnel.
  • Establishes performance standards for subordinates; evaluates staff and conducts supervisory counseling sessions when necessary; conducts performance evaluations for staff.
  • Leads subordinates in assessing strengths and weaknesses and leads subordinates in exploring work methods, processes, and procedures.
  • Designs, implements, and monitors Navy clinical employee's incentive programs, employee development, and mentoring programs to produce effective employee performance and to achieve FFSP mission and objectives.
  • Institutes risk management procedures to include routine Professional Practice Evaluation and Focused Professional Practice Evaluation, in consultation with Regional CAP staff, when a clinical provider exhibits negative quality assurance or risk management trends.
PROGRAM MANAGEMENT
  • Provides oversight of NMC clinical services to include individual, couples, family or group modalities, ensuring services delivered are within the authorized scope of FFSC clinical care.
  • Provides NMC services when required by staff shortages. Ensures personal and subordinate staff's NMC appointments and meetings are scheduled, accounted for and documented.
  • Maintains case records and statistics in accordance with Navy policies and regulations.
  • Identifies gaps in existing services and provides results and program recommendations to FFSC Site Director and the Regional CAP Coordinator.
  • Oversees critical incident response services provided within the CAP.
  • Keeps the FFSC Site Director apprised of any problems within Navy clinical programs. Complies with protocols relating to high risk and high visibility cases.
  • Serves as the NMC representative attending, coordinating or assisting in coordination of various meetings and committees.
  • Collaborates with FAP clinical case managers, Family Advocacy Representatives, and Regional SAIL Case Management Teams to ensure a coordinated approach to service delivery.
  • Provides technical requirements and descriptions of contracted work and tracks progress and quality of performance IAW Performance Work Statements (PWS).
  • Provides oversight of SAIL services including marketing and briefings, installation SAIL case management, as applicable, referral process and warm-hand offs made from the installation to the Regional SAIL Case Management Team. Ensures assignment of SAIL cases to installation Navy clinical counselors within 24 hours, if needed.
  • Conducts regular, thorough review of Standard Operating Procedures (SOPs) and service delivery to ensure adherence to established policy, confidentiality, and quality assurance. Reviews and evaluates the NMC program to improve existing programs and to offset negative trends.
  • Monitors Centralized Scheduling and Clinical Counselor records statistics, provider productivity and caseload distribution.
  • Maintains necessary program and administrative materials and files; makes available policies, procedures and directives, and instructions from the FFSC Director to subordinates.
  • Performs other duties as assigned.

  • Must be a U.S. Citizen; must be able to obtain and maintain a Secret Security Clearance.

Qualifications

Must be Tier III qualified in accordance with SECNAVINST 1754.8 requirements. This includes:
  • Possession of a current, valid, unrestricted license or certification that provides legal authority to provide clinical services as an independent practitioner in the fields of Social Work, Psychology or Marriage and Family Therapy, or Licensed Professional Counselor/Licensed Mental Health Counselor.
  • Possession of a masters or doctoral degree in one of the following disciplines:
    • Marriage and Family Therapy from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree.
    • Social Work from a school accredited by Council on Social Work Education (CSWE) or an equivalent degree.
    • Counseling and Related Education Program (CACREP) or an equivalent degree.
    • Psychology from a doctoral program approved by the American Psychological Association (APA) or an equivalent degree.
  • Have engaged in 2 years (includes at least 2,000 hours), of full-time, post-masters supervised clinical experience.
  • Have engaged in two years or 2,000 hours post licensure full-time clinical experience in a clinical setting.
