Duties

As a Credit Risk Officer, you will:

  • Serve as a Credit Risk Officer in the credit risk analysis of Title XVII, Tribal Energy Loan Guarantee Program and ATVM approved projects to highlight risks to full and timely repayment of proposed or outstanding loan amounts, determine expected portfolio loss and value distributions, quantify and stress test the probability of portfolio credit losses.
  • Perform risk based independent reviews of all types of loans in the existing portfolios (including underwriting reviews) to identify current or potential problems, as well as positive elements, regarding the assessment of credit risk and the administration of loan exposure.
  • Work as a member of project teams consisting of financial and technical professionals who examine and evaluate credit and other project-related risks.
  • Evaluate credit policies, relevant procedures, and process controls to support the LP-40 objectives of enhancing safety and soundness standards

Qualifications

For the GS-13 level:

SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as ALL of the following:

  • Performing credit analysis or structuring transactions for infrastructure financings; AND
  • Assessing and providing advice on credit risks; AND
  • Implementing credit risk policies.
For the GS-14 level:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as ALL of the following:
  • Independently conducting credit analysis to perform underwriting of proposed new transactions; AND
  • Monitoring performance evaluations of existing projects such as power generation, renewable energy, nuclear energy, transportation, oil and gas, petrochemicals or mining sectors, or commercial/industrial loans; AND
  • Applying financial models to conduct credit risk analysis, monitor and improve loan performance, and contribute to project status and credit reports for presentation to management and other governing board.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is announced under a government-wide Direct-Hire Authority (DHA) for Credit Risk Officer positions in the 1101 series. Under the DHA, applicants who meet the Education and Qualification requirements listed in this announcement will be referred for consideration. Appointments made under the DHA are processed as "new" appointments. Current Federal employees may be required to serve a new probationary period (5 CFR 315.802(b).
