Job Description (Please follow all instructions carefully)

Summary

These positions are located in the Division of Risk Management Supervision (RMS), Knoxville, TN and Oklahoma City, OK Field Offices of the Federal Deposit Insurance Corporation (FDIC) and provide support in the areas of conducting and providing advisory services for the review of asset quality and classification of credits with regard to an FDIC Risk Management Examination.

Duties

  • Assesses and evaluates a variety of loans/credit, including complex commercial and high-risk credits, and the assessment of and compliance with loan covenants, cash flow analysis and ability to repay, reasonableness of projections, collateral analysis and valuation, and guarantor support.
  • Advises examiners, bank management, and FDIC management on regulation, policies, and best practices for loan/credit services and compliance.
  • Assesses the appropriateness of internal risk rating systems, the level of the Allowance for Loan and Lease Losses (ALLL)/Allowance for Credit Losses (ACL), and the reasonableness of the methodology used to determine the ALLL/ACL level.
  • Serves as Asset Manager in institutions with varying types of credit portfolios, including complex commercial credits and consumer credit portfolios, and leads teams in complex projects and assignments for specialized lending institutions and/or large, complex lending institutions.
  • Participates in a wide variety of complex credit­ related activities, such as Shared National Credit reviews, targeted reviews at Large Financial Institutions, and reviews of loan portfolio stress tests.
  • Prepares written analysis and recommendations on the entire loan function (underwriting, policies, procedures, loan review, ALLL/ACL, etc.).
  • Communicates verbally with internal and external parties during examinations by performing such tasks as: discussing loan classifications, answering questions, and presenting findings and conclusions.

The candidate selected will be offered a term appointment not-to-exceed four years which may not be extended beyond the maximum four year time limitation.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-11 grade level or above in the Federal service. Specialized experience is defined as experience performing financial and loan/credit analysis (i.e., assessing repayment capacity, financial strength and collateral protection); determining credit quality and recommending credit quality ratings; and advising examiners and management on regulation, policies, and best practices for loan/credit services and compliance.

  1. Skill in conducting loan analysis to determine credit quality through analysis of repayment capacity, financial strength and collateral protection, and to analyze balance sheets, income statements, tax returns, and other relevant information.
  2. Knowledge of specific loan documentation requirements for all types of credits, and an understanding of laws and regulations governing loan underwriting.
  3. Knowledge of the appraisal process and associated laws and regulations regarding appraisals and evaluations.
  4. Ability to plan and carry out assignments, including determining the approach to be taken and the methodology to be used.
  5. Skill in compiling, analyzing, and summarizing data for complex loan portfolios, including determining credit quality through analysis of repayment capacity, financial strength and collateral protection.
  6. Skill in written communication.
  7. Skill in oral communication.
