Duties

The United States Space Force (USSF) is searching for a Crisis Action Planning Specialist (NH-0301-03, GS-12/13 Equivalent).

Description:
Serve as the Planning Staff Officer on projects to implement and develop Space Base Delta 2's strategic plan that includes basing and bed down-related matters. Identifies and participates in special projects and initiatives for detailed responses and action plans to present to decision makers to consider relevant concerns, alternatives, and mission impacts, and determine a recommended course of action. Organizes and oversees the coordinated activities of the Commander's Crisis Action Team (CAT) for contingency support, exercise/evaluation, and real-world crisis management. Leads and administers CAT during emergencies, crisis, and contingencies and ensures flow of critical information through the Command Post to Unit Control Centers. Serves as the focal point for SBD 2's Continuity of Operations Plan (COOP) and coordinates with SBD 2 agencies for complete course of action to maintain Mission Essential Functions.

Advises the Installation Commander of all critical issues and assists in development of contingency plans. Provides administrative staff support for Crisis Action Team, ensuring manning during operations or contingencies and provides/tracks training for all CAT members to ensure DoD compliance. Develops, reviews, and coordinates all base support contingency plans and works with responsible offices to ensure complete accuracy IAW DoD policy and regulations. Serves as the subject matter expert and interface on international agreements and treaties in accordance with statues, Air Force instructions, and established policies.


Ideal Candidate:
Experience in strategic planning, development, and oversight management in contingency responses to crisis action events and natural disasters.
Ability to organize and oversee coordinated activities with crisis action operations including establishing and executing corrective action plans.
Experience in senior level communication through presenting briefs on reports, policies, execution plans, and both verbal and written communication with various outside sources.

Desired Bachelor or Graduate degree in management, emergency/disaster management, public relations, or a related area.
Demonstrated understanding of local, state, and Federal regulations related to emergency management and security risk assessment/management/mitigation.

6. Knowledge of applicable statutes, DOD instructions, policies, and guidelines.
7. Authoritative knowledge of functional expert areas as described in duties.
8. Knowledge of Operations Security (OPSEC) and Military Deception (MILDEC) to plan and implement OPSEC/MILDEC program objectives.
9. Knowledge of Information, Industrial, Personnel, Physical Security concepts, principles, and practices to collaborate with those specialists and produce converged policies and recommendations.

  • PCS/Relocation funding is not available.
  • Employee must be able to obtain and maintain a Top-Secret Clearance
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • This position is eligible for telework 2-4 days a pay period.
  • Position will close after 5 business days or 75 applications.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
