The primary purpose of this position is to serve as the DAF CDAO who strategically manages the advancement and operationalization of data, information assets, and artificial intelligence (AI) across the DAF enterprise.

Duties

The DAF CDAO is responsible for the advancement and operationalization of data and AI across the DAF enterprise. Plans, provides strategic direction, and oversees the execution and implementation of strategy, plans, and policies, and leads governance for a for data science, AI, and automation functions in the DAF. Specific responsibilities include:
1. Develops a mission-driven enterprise data and AI strategy that supports enhancing digital talent management, strategic partnerships, and integrating data, automation, and AI technologies to optimize operational capabilities and ensure decision advantage. Exploits data and AI advancement through research, open standard architectures, federated infrastructure investments, and analytics to maximize the return on data and AI assets.
2. Formulates data and AI policies and processes for implementation and use across mission areas. Promulgates regulatory guidance in the form of DAF Policy Directives (DAFPDs), DAF Instructions (DAFIs), and DAF Manuals (DAFMANs) to accomplish strategic objectives. Establishes plans and objectives to achieve the organizational goals, regulatory intent, and to implement digital transformation guidance from the SecAF, USecAF, CSAF, CSO, Principal Cyber Advisor (PCA), and the CIO. Assesses compliance with policy and effectiveness of data and AI governance and programs in achieving integrated and interoperable capabilities.
3. Develops and maintains a comprehensive inventory of all DAF data and AI assets created by, collected by, under the control or direction of, or maintained by the DAF. Enterprise data and AI catalogs must implement DoD and DAF standards and employ data models and AI algorithms to
enable secure visibility and access to data assets. Directs quantitative and qualitative assessments of the effectiveness and accuracy of emergent data, automation, and AI sources and approve development of custom data models and algorithms to apply to datasets. Recommend infrastructure improvements and updates to strategy, plans, exercises, security cooperation and training based on evaluation of data services operations and intimate knowledge of DoD and DAF enterprise-level command missions and functions.
4. Develops, implements, and oversees all data standardization related activities. These activities include creation and implementation of accountable policies and standards for the DAF enterprise to acquire, store, protect, process, and disseminate data and AI objects in a commonly available and represented (linked and interoperable) manner. Implements and manages enterprise open standard architecture portfolio, facilitating DoD, industry, and academia partnerships to adopt industry best practices for cybersecurity, data ethics, data protection and design. Recommends required IT infrastructure and cybersecurity improvements to reduce barriers that inhibit data asset accessibility.
5. Strengthens data and AI governance and removes policy barriers to digital transformation. Develops flexible, dynamic enterprise business processes to facilitate the management and oversight of data and AI for which the DAF is responsible. Identifies emerging types and sources of data and fields automation and AI technologies to drive business innovation and warfighting impact throughout the organization and defines processes for the effective, integrated introduction of emergent data and AI capabilities. Data, analytics, and AI governance
will be used to balance stakeholder collaboration and swift adoption digital interfaces to ensure adoption of data, automation, and AI technologies, at the right time and pace to meet mission critical and strategic business needs.
6. Plans, programs, budgets, and executes funding for enterprise-wide DAF capabilities that share data, AI, and information, and their supporting infrastructures. Also, engages business and operational stakeholders to identify data and AI capabilities most appropriately aligned with organizational needs and DAF and DoD strategies. Develops data-centric investment strategies to find digital, manpower, and financial solutions for areas of concern.
7. Develops and implements a data and AI governance process for the DAF that is comprehensive, realistic, manageable, and effective in engaging stakeholders and supporting enterprise data lifecycle management. This includes the deployment and management of data readiness and maturity models which measure data quality, availability, and integrity. Facilitates and leads enterprise data and AI governance structure for the DAF, collaborating with HAF and SAF leaders, Major Command (MAJCOM), USSF Field Command (FLDCOM), Numbered AF (NAF), Field Operating Agency (FOA), and Direct Reporting Unit (DRU) commanders. Also consults with Military Departments, federal agencies, the Office of Management and Budget (OMB), federal agencies, industry partners, and academia, as appropriate.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret/SCI clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS: A bachelor's degree in an appropriate technical field or business management studies from an
accredited institution is desired.

B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): (NTE 2 pages Total - PDF format) A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Demonstrated experience and knowledge leading a large organization in effective data and artificial intelligence management and governance using collaborative, consensus building methods.

2. Demonstrated expertise and experience in technology leading and evaluating data management and artificial intelligence doctrine, policies, methods, practices, and processes to advance and operationalize data, promoting innovative strategies while managing risks across a large organization encompassing data science approaches, cloud computing, AI algorithm formulation and use, cyber security, privacy, confidentiality, data analytics, statistical methods, policy analysis, information quality standards set out in the Information Quality Act, record disclosure laws and policy, and the Paperwork Reduction Act is required.



C. OHTER SIGNIFICANT FACTS:
1. The incumbent must possess professional and executive-level knowledge and experience in Enterprise Data Management and governance (including creation, application, and maintenance of data standards), Artificial Intelligence and Machine Learning (ML) formulation, strategy, and direction, Joint and integrated information operations, and data assurance.
2. The incumbent must have a distinguished professional stature, marked by recognized technical and functional expertise in data management, protection, use, and dissemination, including with respect to any statistical and related techniques to protect and de-identify confidential data.
3. The position requires substantial and demonstrated knowledge and experience in briefing and interfacing with the highest levels of senior leadership.
4. The incumbent must possess knowledge of the processes used to evaluate, validate, and monitor enterprise data management and AI doctrine, organization, training, materiel, education and leadership, personnel, and facilities.
5. Strong business acumen and familiarity with data science approaches, cloud computing, AI algorithm formulation and use, cyber security, privacy, confidentiality, data analytics, statistical methods, policy analysis, information quality standards set out in the Information Quality Act, record disclosure laws and policy, and the Paperwork Reduction Act is required.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education

A master's or advanced degree in an appropriate management or technical field is highly desired.
