THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0301-12 DATA ANALYTICS SPECIALIST (TITLE 5), Position Description Number T5879000 and is part of the MO United States Property and Fiscal Office.
APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining unit position.

Duties
- Provides technical advice on all aspects of data analytics.
- Responsible for administering and coordinating a complex data analytics portfolio including Army and Air National Guard and highly technical special projects.
- Researches, designs, develops and manages the content, and features data analytic applications.
- Uses data analytic and business intelligent tools to develop custom workflows, other applications and to process numerous additional data analytics and management tasks.
- Conducts studies, identifies trends, risks, and themes based on the data and information.
- Applies scientific and statistical standards to evaluate data to develop high-priority analyses and metrics.
- Counsels and advises others including Federal staff, and recipients to accomplish the program goals.
- Identifies areas for new content based on the needs of key business stakeholders for the purpose of accelerating decision time and increasing accountability.
- Manage full development life cycle using necessary software for hosting and facilitating web site communications to include analysis, planning, development, test, implementation, and maintenance.
- Designs and maintains related key performance indicators.
- Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs.
- Applies appropriate program evaluation and measurement in order to prepare project papers and staff reports and provides briefings.
- Reviews and comments on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports.
- May have limited leader responsibilities.
- Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance.
- Performs other duties as assigned.

Conditions of Employment
- Must be able to obtain and maintain a Secret Security Clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- National Guard Title 5 Excepted Service employees must meet the security background screening requirements and must favorably complete a Tier 3 level background investigation for appointment to a Position of Trust and Moderate Risk.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Qualifications
GENERAL EXPERIENCE: Must possess experience, education or training that provided you with a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc.; required person-to-person contacts to convey information; and experience using computer and automation systems.
GS-12 SPECIALIZED EXPERIENCE: Must possess one year of experience equivalent to at least the GS 11 grade level or pay band in the Federal Service or equivalent in the private or public sector that experience in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations? This specialized experience must also include knowledge of data analytics principles and policies and a working knowledge of software such as Power BI and other Power Platform tools.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.

Category Rating: Your application will be evaluated and rated under Category Rating selection procedures. Once the application process is complete, a review of your qualifications will be conducted to determine if you are qualified for this job. Qualified candidates will be assigned to a quality category. The quality categories are:
a. Highly-Qualified: The numeric value rating normally ranges from 90-100 points. This higher numeric value group is applied for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate numeric ranking factor(s) as determined by the job analysis and crediting plan. To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.
b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.
c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
