Duties
This position is in the Office of Finance and Administration, Office of Financial Operations and Management (OFOM). OFOM provides a full range of national, local, and specialized accounting and financial policies, programs, operations, and services that includes setting agencywide financial priorities and guidance; preparing financial statements and reports; providing timely, accurate financial data, data governance, and artificial intelligence-enabled solutions; and managing core financial systems, interfaces, and reporting tools. Additionally, OFOM oversees property and asset management, leads enterprise risk management and management integrity programs, serves as the Environmental Protection Agency (EPA) audit liaison, supports legal/enforcement actions with expert cost and program accounting, and manages all financial aspects of employee travel and issues policies for disaster charging and emergency travel.
Specific duties for this position may include, but are not limited to:
- Assisting in the oversight, management, maintenance, and enhancement of EPA's core financial management systems, systems interfaces, and related systems that support budgeting, funds control, accounting, and financial management.
- Establishing and implementing the priorities, policies, guidance, and strategies for EPA's financial management community.
- Providing a full range of national, local and specialized accounting, financial and customer services through EPA's two Finance Centers.
- Leading EPA's management integrity program and A-123 internal control system process.
-Performing the full range of supervisory human resources duties for subordinate employees.
- Overseeing the procurement and contracting procedures and processes.
- Ensuring the OFOM supervisor and managers comply with Federal, Agency, and OFA regulations, policies, and procedures.

Qualifications
The work of this position is classified in the Accounting, 0510 series. Applicants must have experience, managing, supervising, leading, and/or performing work that involves the application of accounting theories, concepts, principles, and standards to the financial activities of an organization. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically, this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.
A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified, unless you are a noncompetitive eligible applicant.
ECQ 1 - COMMITMENT TO THE RULE OF LAW AND THE PRINCIPLES OF THE AMERICAN FOUNDING. Involves demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2 - DRIVING EFFICIENCY. Involves demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3 - MERIT AND COMPETENCE. Involves demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4 - LEADING PEOPLE. Involves demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and hold individuals accountable.
ECQ 5 - ACHIEVING RESULTS. Involves demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified.
TQ 1 - Demonstrated experience in managing a full range of national, local, and specialized accounting, financial, and customer services.
TQ 2 - Demonstrated experience in developing, fostering, and maintaining policies, processes, and internal controls that ensure the integrity and quality of agency, corporate, and/or programmatic financial information.
Education
You must:
(1) have a bachelor's or higher degree from an accredited or pre-accredited college or university in accounting and/or auditing; or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing (the 24 hours may include up to 6 hours of credit in business law);
OR
(2) a combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge; your background must also include one of the following:
- 24 semester hours in accounting or auditing courses (this can include up to 6 hours of business law);
- certificate as Certified Public Accountant or Certified Internal Auditor; or
- completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours), provided that:
- you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining);
- a panel of at least 2 higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and
- except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
